Under the direction of the Facility Director, this position performs routine (journey-level) staff services work. Duties involve several staff services functions such as human resources, accounting, budgeting, purchasing, training, payroll, records management, and/or property management. Provides assistance to directors, supervisors/managers, and staff related to various staff services functions. Prepares, edits and distributes correspondence, reports, forms and documents. Works under moderate supervision, with limited latitude for initiative and independent judgment. Essential Job Duties
% of Time Essential Job Duties by Category 35% - Purchasing, Accounting and/or Budgeting Duties: May order merchandise, supplies, and equipment in accordance with state and agency requirements. May prepare and track procurement requests, process purchase orders, monitor expenditures, and maintain inventory. May assist with developing budgets. Tracks and reviews invoices and responds to pending log issues; works with vendors to provide accurate invoice documentation; tracks payments and unencumbers funds. Coordinates all service contracts for the operation of field offices. Researches and recommends best purchasing method; assists technical staff with purchasing policies and procedures related to Procurement Card transactions. Verifies that all required information is provided with Pcard transactions. May perform a quarterly Pcard audit and advise supervisors of any issues. Monitors team budget reports and keeps Facility Director informed of status. 25% - Travel, Records and/or Property Management Duties: May coordinate and schedule travel for agency employees and serve as travel coordinator. May perform record retention work and coordinate with staff on disposal of records according to the agency retention schedule. May analyze internal processes and assist with procedural or policy changes. May maintain equipment, materials, and supplies. May assist vehicle custodian with scheduling maintenance and Fleet Management System updates. 25% - Other Division Specific Job Duties: Data entry and related tasks; interfaces with the general public and communicates needs to staff. 10% - Human Resource, Training and/or Payroll Duties: In consultation with HR, prepares, edits, and distributes correspondence, reports, forms and documents. May coordinate training for agency employees; may assist with job postings and screening; may answer policy questions on promotions and transfers. May process payroll changes and leaves; serve as leave coordinator. 5% - Marginal Duties: Performs additional duties as assigned and adheres to agency rules. Minimum Qualifications
Education:
Graduation from High School or GED. Experience:
Three years of administrative support experience; experience in office management, business administration, HR, purchasing, or budget preparation; experience assisting multiple positions; experience preparing and distributing correspondence and documents. Note: experience may have occurred concurrently. Licensure:
Must complete the Texas Comptroller Basic Texas Purchaser Course within six months if required; must possess or obtain a valid State driver’s license within 30 days. Note: retention contingent upon license and training. Preferred Qualifications
Education:
Bachelor’s degree in Business Administration, Human Resources, or related field. Experience:
Experience in basic accounting and purchasing. Knowledge, Skills, and Abilities:
Knowledge of budgeting, administrative support, HR; skills in coordinating, computer use, critical thinking, and Microsoft Office/virtual meeting tools; ability to study programs and communicate effectively. Working Conditions
