Job Title: Senior Project Manager – Land Development (Municipal Services) Location: Ventura County & Northern Los Angeles Area (Hybrid: 2–3 Days On-Site, Remainder Remote). Office locations: Fillmore, Santa Paula, and/or Westlake Village. Employment Type: Full-Time About Us: Insight Global is looking for a Senior Project Manager to join a leading engineering consulting firm specializing in providing high-quality services to local municipalities across Ventura County and Northern Los Angeles. This team supports public agencies in managing land development projects, ensuring compliance, and delivering sustainable infrastructure improvements. (This role has potential to turn into a deputy director position after 6-12 months.) Position Overview: We are seeking a highly experienced and motivated Senior Project Manager to oversee land development projects on behalf of our municipal clients. This role involves managing the entitlement and plan check process, coordinating with developers and city staff, and ensuring construction activities align with approved plans and public standards. Key Responsibilities
Serve as the primary liaison between municipalities and private developers for land development projects. Review entitlement documents, conditions of approval, and development agreements to ensure alignment with municipal requirements. Conduct detailed plan checks of civil engineering designs submitted by developers, providing comments and ultimately approving plans. Oversee construction activities to ensure compliance with approved plans, specifications, and municipal standards. Coordinate and conduct site inspections during construction phases. Facilitate the acceptance of public improvements into the municipal system upon project completion. Prepare and present technical reports, memos, and recommendations to city staff and elected officials. Manage project schedules, budgets, and deliverables to ensure timely and cost-effective outcomes. Mentor junior staff and support team development. Qualifications
Bachelor’s degree in Civil Engineering or related field Minimum 8–10 years of experience in civil engineering, with a strong focus on land development and municipal projects Proven experience in entitlement review, plan checking, and construction oversight Strong knowledge of local agency standards, codes, and permitting processes in California Excellent communication, organizational, and project management skills Ability to work independently and collaboratively in a hybrid work environment Professional Engineer (PE) License in any State Experience with Capital Improvement Projects is highly desired Hybrid schedule: 2–3 days per week on-site at municipal offices or project locations; remaining days remote Occasional travel within Ventura County and Northern Los Angeles area required Salary & Benefits
Salary Range: $130,000-$170,000 per year (based on experience, education, licensing, and past project experience) Medical insurance Vision insurance 401(k) Additional
