THE ROLE As a Planner II, you will assist in developing, implementing, and maintaining comprehensive land development plans to guide both current and long-range land use in the City. You will review land use applications, assess environmental impacts, and ensure compliance with the City’s Comprehensive Development Plan, municipal code, and state/local regulations.

This role includes coordinating long-term planning efforts (including water, sewer, and transportation) with development review, preparing detailed reports and analyses, and presenting findings to City Council, Planning Commission, and/or the Hearing Examiner. You’ll also provide technical advice, respond to public inquiries, and support staff and community members through the development review process—all to ensure consistent, high-quality growth in Pasco. REQUIRED MINIMUM QUALIFICATIONS (Any equivalent combination of education and experience, which provides the applicant with the knowledge, skills and abilities required to perform the job.)

Bachelor’s degree in Planning, Geography, Public Administration, or related field.

Three (3) years of professional land use planning, and/or private development experience or similar related experience, including preparation of technical reports and economic data collection.

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS (Certain licenses and certificates, if required, may be acquired on the job as agreed upon by the City and employee. Subject to change based on operational needs.)

Valid Driver License

Health & Wellness : Comprehensive medical, dental, and vision coverage for employees and eligible dependents. Medical is only $153.70/month with a low deductible ($200 individual/$600 family); dental is $11.59/month, and vision is $6.54/month.

Retirement Security : Participation in the Washington State Department of Retirement Systems (PERS), offering two plan options with employer contributions. Additional savings are available through the Mission Square deferred compensation plan with a 4% automatic employer pre-tax contribution, plus employee contribution options.

Life and Disability Insurance : $50,000 in basic life insurance paid by the City, with options for additional life and AD&D coverage. Long-term disability insurance is also available.

Paid Time Off : Generous leave policies with 12 vacation days in the first year (increasing with tenure), 11 paid holidays per year (10 scheduled, plus 1 floating holiday after probation), and sick leave accruing at 3.7 hours per pay period.
