Overview
GAI Consultants is seeking an Environmental Compliance Assistant Engineering Manager with experience in environmental compliance support to work within the Civil and Environmental Engineering (CEE) Business Sector within our Power & Energy Business Unit. This hybrid position requires three days in a GAI mid-Atlantic office and will involve technical analysis and writing skills, some project management, and travel to project sites regionally in the Midwestern and Mid-Atlantic Regions. Applicants should enjoy working in a challenging, fast-paced, and team-oriented environment. The role offers an opportunity to expand experience and knowledge of federal and state environmental regulations and methodologies primarily in Pennsylvania, Ohio, West Virginia, Maryland, and Virginia. The successful candidate will serve as an assistant manager, performing assignments with minimal supervision, including those listed below. Essential Duties and Responsibilities: Assisting with the management and technical oversight of various environmental engineering and compliance projects for the CEE Environmental Engineering and Compliance Division, including: Preparation of permit applications (earth disturbance permits, air compliance permits, etc.) Sound and Noise Studies Spill Response Plans (including SPCC plans) and secondary containment services Environmental Monitoring and Oversight (Erosion and Sedimentation Control field compliance and Sound Monitoring) E&S Plans, Stormwater Management Plans, and NPDES coordination and termination assistance Assisting with Phase I and II ESAs and hazardous waste due diligence investigations on rural, residential, commercial, and industrial properties Researching applicable federal, state, and local environmental laws and regulations related to compliance, waste, chemicals, hazardous substances, and remediation programs (e.g., CAA, SPCC, CERCLA, RCRA, TSCA, EPCRA, VCP) Supervising staff performing field monitoring of erosion and sediment controls on construction projects Reviewing specifications, permits, and permit conditions, including E&S control and stormwater plans for site and linear construction projects Preparing and/or reviewing periodic monitoring reports based on field observations Adhering to Health and Safety requirements for GAI and clients Maintaining QA/QC standards and adhering to GAI’s and clients’ quality procedures Qualifications
Required: Ability to assist with managing and/or leading field studies and data collection; generate well-written, technically sound documents with minimal senior staff input; perform agency interface, data analysis, and interpretation; research Federal, State, and local environmental regulations and guidance; apply them to project specifics; consult with agencies as required; may specialize within a discipline; receive technical training for career advancement Note: candidate may be asked to provide an environmental compliance writing sample Excellent written and verbal communication skills and technical writing ability Bachelor’s degree in engineering, environmental science, or related field from an accredited college Proficiency in Microsoft Word, Excel, and Office applications; experience with report, database, and form completion (including Access/SQL) and online programs Ability to manage employees and act as an assistant manager on environmental compliance projects Understanding of regulatory changes and agency protocols Knowledge of NPDES regulations and permitting; familiarity with E&S control guidelines and BMP designs Valid driver’s license and ability to pass screening to drive a GAI vehicle Flexibility for occasional regional travel Preferred: Experience using GPS or GPS-enabled devices for data collection Experience with spill response planning and knowledge of Oil Pollution Prevention Act regulations (40 CFR 112) 1–2 years of experience with air pollution, compliance, and permitting support Basic knowledge of sound/noise studies and field monitoring Basic knowledge of Phase I/II ESA and hazardous waste due diligence 1–2 years of demonstrated field monitoring experience (E&S control monitoring or similar) Understanding of E&S control BMP concepts, designs, and maintenance Experience with SWPPP, NPDES permits, and Erosion and Sediment Pollution Control planning Experience with waste management (identification/evaluation/verification, sampling, storage, disposal) Proficiency in AutoCAD and/or GIS (ArcGIS) Professional Engineer or Engineer-in-Training Certifications: Qualified Environmental Inspector (PA), Responsible Person for Erosion and Sediment Control (MD), CESSWI, CPESC, VA/Erosion & Sedimentation Inspector, VA Stormwater Management Inspector Trainings: ASTM Phase I ESA, RCRA, OSHA Additional Requirements
Physical demands: ability to walk moderate distances over unimproved terrain; lift up to 50 pounds; hear and identify hazards during fieldwork Drug screening may be required for job offers General Characteristics

Occasionally serves as technical advisor for applied concepts and methods Keeps informed of new developments affecting the practice and recommends changes Occasionally develops new techniques or processes Evaluates sustainable performance of complex projects from a systems perspective Plans, schedules, and coordinates documents or activities for multiple major projects or an entire practice Assesses project delivery uncertainties using risk management principles Reviews procedures to ensure policy and performance compliance Management and Communication
