VINCI The Hampton Roads Connector Partners JV (HRCP) consisting of VINCI Construction Grands Projets and Flatiron Dragados Corporate has been selected to construct the $3.3BN Design Build project – the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT). The project scope across a 9-mile section of the I-64 will include a new 3.5-mile bridge-tunnel crossing that will accommodate 8 lanes, replacement of the existing marine approach bridges, and the addition of a third lane on I-64 in each direction. The twin 45’ diameter 1.5-mile tunnels will be bored by TBM, creating the second largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2027. The Quality Manager
will be responsible for the management of the HRCP Quality System and continuous improvement. The Quality Control Department will be under the direct supervision of the Quality Manager, the Quality Management (QAM) contracted by HRCP, but which has to be an independent department and VDOT (The Client). The manager will organize and ensure the smooth management of Quality Control and Quality Assurance of the project in coordination with the operations and the Client. The Quality Manager will ensure smooth communication with the JV partners Quality departments. Responsibilities
Provide technical support to the jobsites in quality issues. Participate in planning construction operations to ensure work meets the requirements. Organize and animate Quality audits, lessons learnt, gap analysis and root cause analysis for project continuous improvements in all fields and disciplines of the Project. Develop Project Quality performance KPIs to monitor performance and improvements. Develop action plans to meet requirements and ensure continuous Project improvements. Take active measures to prevent non-conformances/deficiencies from occurring in the projects. Prepare quality monthly reports compiling all the information from the jobsites and communicate with all JV partners. Coordinate the development of QA/QC packages in support of the RFC approvals. Supervise assigned subconsultants QA/QC staff and assign tasks. Manage assigned subconsultants contracts and monitor costs through cost control follow up. Participate in Work Preparation Meetings. Review and support the development of daily & weekly activities schedules. Participate in Works Kick off Meetings and preparatory meetings. Review Work Plans against approved work packages. Review and make recommendations to address Quality issues & concerns. Coordinate Work Deficiencies review meetings and establish corrective measures to address deficiencies. Ensure quality documentation and required records for the projects are in place. Participate in Quality related meetings and provide solutions to issues and concerns. Qualifications
Minimum of 20 years’ experience in construction Quality Control / Quality Assurance. Minimum 10 years’ experience in heavy civil construction (roadway/bridge/tunnel). Minimum 3 years’ experience with DOT Projects and Standards or equivalent. Bachelor\'s degree in civil engineering or construction management preferred. Experience as a Quality Manager supervising a Quality Team. Ability to write reports and procedure manuals. Experience in quality management systems and quality system audits. Well organized, flexible, detail oriented and multi-tasked. Knowledge of codes and standards. Proficiency in Microsoft Office and in quality management through Document Control Systems. Knowledge of ISO guidelines is preferred. USACE - Construction Quality Management for Contractors Certified is preferred. American Society for Quality (ASQ) certified is preferred. Why us?
