Position Overview
Join us in a fast-paced effort to develop, advance, and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will join a team with extensive experience in environments including ground, near-space, and space to meet DoD needs. QinetiQ is a mission-led innovation company that collaborates with the USSF and DoD to design, develop, field, and maintain essential national security capabilities.
We are seeking a Senior Military Operations Analyst to provide expert support for the implementation and management of activities under the Wideband Global System (WGS) Multilateral MOU. This includes assessing multinational SATCOM environments to support WGS International Partner operations, including financial and other Operational Project Lead (OPL) activities, and developing policies, procedures and documentation. The ideal candidate will have liaison experience with U.S. Military Departments, Joint Staff, DISA, OSD, SATCOM users, and expertise analyzing space situational awareness data and threats that affect joint SATCOM operations.
Responsibilities
Maintain direct liaison relationships with U.S. Military Departments, Joint Staff, DISA, OSD, and SATCOM system users to support OPL responsibilities under the WGS Multilateral MOU.
Support the development and implementation of operational policies and procedures for the WGS Multilateral MOU and its amendments.
Develop, prepare, deliver, and present reports and briefing materials for recurring and ad hoc meetings; attend and produce reports/minutes for wideband meetings.
Develop and implement processes to provide situational awareness to International Partners regarding Baseline Resource Allocation (BRA) and system usage.
Develop and manage BRA monitoring tools and reports; track and report metrics.
Provide comprehensive document reviews, technical papers, point papers, EXSUMs, written summations, one-pager briefs, weekly activity reports, and significant activity reports.
Assist with preparation of billing statements, funding actions, and annual International Partner budget forecasts, requiring access to various accounting systems.
Assist in the development, implementation, and sustainment of a common network for secure information exchange among International Partners.
Maintain and update the WGS International Partner Operations Support Guide (OSG).
Coordinate training activities, TDY requirements, facility upgrades, security activities, situational awareness tools, certification activities, and testing activities in support of the MOU.
Required Qualifications
12 years’ experience including 5 years providing MILSATCOM support to theater commanders/USSPACECOM operations, ensuring mission-critical SATCOM delivery to strategic and tactical forces across geographic COCOMs.
Bachelor’s Degree
Active TS/SCI clearance
Experience operating/supporting International Partnership operations, WGS, DSCS, or commercial wideband SATCOM systems in military, commercial/civil, or academic environments.
Experience developing operational policies/procedures, BRA monitoring tools, and International Partnership situational awareness processes.
Experience with SATCOM systems including coordination, billing processes, and secure information exchange networks with International Partners and Interagency coordination for U.S. Military Departments, Joint Staff, DISA, OSD.
Experience with DoD systems for international partner billing and budget forecasting.
Proficiency developing briefings, point papers, EXSUMs, and technical reports for senior leadership.
Knowledge of international agreements and MOUs related to wideband operations.
Excellent project management and organizational skills; ability to identify and solve problems.
Preferred Qualifications
Current experience operating/supporting International Partnership operations, WGS, DSCS, or commercial wideband SATCOM systems in military, commercial/civil, or academic environments.
Current experience developing operational policies/procedures, BRA monitoring tools, and International Partnership situational awareness processes.
Pay Transparency The salary range for this role is $134,800 - $174,950 USD. The salary range provided is a good faith estimate representative of all experience levels.
