Schedule & Hours: M-F, 9am –5pm ; 35 hours per week. Flexible start from 8AM-10AM and end from 4PM-6PM
Work Environment: Hybrid – 3 days in office, 2 days remote with occasional travel within NYC boroughs.

In partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. We facilitate partnerships—often new and unconventional—between government and the private sector to develop, test, and launch new initiatives. About The Role:
DOHMH is building its Enterprise Data Platform to increase its capacity to ingest, process, clean, analyze, and communicate data as a valuable resource. The platform will help the agency make decisions based on best available information, lead public health policy, and support operational decisions that optimally serve New Yorkers, especially vulnerable populations. The work will be done collaboratively with programmatic and administrative divisions and bureaus in the agency.
The primary goal of the Bureau of Data Technology and Strategy is to implement the agency’s Enterprise Data Platform on Microsoft’s Azure Cloud using Databricks. This role will collaborate closely with the Executive Director of Data Ecosystem and Strategy to plan and execute the rollout of the Enterprise Data Platform. The Bureau of Data Technology and Strategy seeks an Executive Director of Product Management and Engineering to lead its product management team. The position will report to the Assistant Commissioner of the Bureau of Data Technology and Strategy, directly supervise product and engineering managers, and work closely with partners from the Division of Information Technology and public health programs.

As a world‑renowned public health agency that has built transformative public health programming and infrastructure, innovating in science and scholarship to advance public health knowledge and respond to urgent public health crises—from New York City’s yellow fever outbreak in 1822 to the COVID‑19 pandemic—we are a hub for public health innovation, expertise, and programs and services. The Center for Population Health Data Science, launched in October 2023, aims to catalyze critical data modernization work and enable the agency to link public health, healthcare, and social service for timely and effective public action. We seek to make these data more accessible, timely, equitable, meaningfully usable, and protected—and actively used to protect and promote the health and well‑being of New Yorkers.
We aim to strengthen agency‑wide data capabilities by empowering our workforce, enhancing intra‑ and inter‑agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real‑time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.
This position will be based at the Health Department’s office in Long Island City, NY, with the possibility of hybrid work.
Responsibilities:
Lead the product management team in the Bureau of Data Technology and Strategy
Lead the product engineering team in the Bureau of Data Technology and Strategy
Collaborate closely with internal and external agency partners, including public health programs, to ensure alignment and support
Lead product planning, development, evaluation, and iterative refinement of the agency’s Enterprise Data Platform
Present product plans to internal and external agency partners
Produce staffing and budget plans for the product and engineering teams
Participate in the writing and management of grant proposals and budgets
Collaboratively plan data product development, testing, deployment, and operational support
Ensure that planned data products are delivered on time and on budget
Ensure that Enterprise Data Platform provides an excellent user experience for agency research scientists
Related product management tasks, as assigned
Requirements:
5 years of experience managing staff
7 years of experience planning, managing, and evaluating health programs or data products
7 years of experience building and operating health products or applications
7 years of experience writing project proposals, plans, and managing project resources
7 years of experience collaborating with diverse internal and external partners
