Base Pay Range: $127,507.00/yr - $160,911.00/yr

Job Overview The primary duty of this role is to lead the Market Scaling group, part of the Neighborhood Scale Transformation team within NYSERDA’s Clean and Resilient Buildings business unit. The group delivers high‑impact interventions through public‑private partnerships that simplify decarbonization, improve ROI, and scale adoption of building energy efficiency and electrification. Key responsibilities include forming new market partnerships, providing expertise on emerging technologies to building owners, utilities, and the Department of Public Service, and generating data to drive replication and scale.

Primary Responsibilities

Identify how key strategies and programs must evolve to meet market needs through ongoing stakeholder engagement.

Oversee delivery of the Market Scaling group’s programs to meet planned objectives, key results, and performance metrics.

Deliver critical market insights that promote replicability and reduce soft costs related to energy efficiency and decarbonization.

Manage all operational aspects including budget planning, project management, back‑end systems, database development, performance reporting, and program evaluations.

Develop and maintain senior‑level relationships with market, policy, and other critical stakeholders.

Manage external‑facing communications related to the Market Scaling group in collaboration with other NYSERDA teams.

Respond to executive, NYS sister agency, and other high‑priority information requests.

Strategic Leadership and Development

Oversee the Market Scaling group, guiding personnel to prioritize and implement impactful market interventions for statewide decarbonization.

Demonstrate leadership and strategic vision toward external stakeholders, building partnerships to advance market change.

Drive initiatives that build customer confidence and accelerate adoption of energy efficiency and electrification at scale, including public‑private partnerships, high‑performance building programs, technology pilots, and incentive strategies.

Maintain a network of stakeholders, market participants, and policy experts to inform and improve NYSERDA solutions.

Execution and Ongoing Improvement

Oversee effective program operations with a focus on continuous improvement and standardization across programs.

Ensure compliance with funding sources, budgets, performance management, outcomes, and market impact metrics.

Deliver services, incentives, and project‑based transactions efficiently.

Manage financial, staffing, and contractor resources for maximum efficiency.

People Leadership and Development

Lead and manage staff within the Market Scaling group.

Guide staff to capitalize on emerging opportunities while facilitating change management.

Build a collaborative, high‑performing team and foster a culture of excellence.

Serve as mentor and role model, supporting staff and colleague professional growth.

Establish multidisciplinary networks across NYSERDA, NY Green Bank, Department of Public Service, the Governor’s office, and other agencies.

Minimum Qualifications

Bachelor’s degree and 8 years of relevant experience, with a demonstrated record of strategy and service delivery at scale; 3 years in a supervisory role.

Broad insight into interventions across sectors, buildings, and customer types.

Ability to gain and use stakeholder feedback to formulate strategy and evolve solutions.

Deep understanding of economics, policy, regulations, and market drivers impacting program decisions.

Strong collaborator who invests in colleague success and builds productive relationships.

Exemplary problem‑solving, entrepreneurial, resourceful, adaptable, and solution‑focused.

Track record as an exceptional manager, coach, mentor, and talent developer.

Excellent communication and interpersonal skills for cross‑functional collaboration.

Preferred Qualifications

Master’s degree and 6 years’ experience, including 3 years in a supervisory role, in policy, public or business administration, architecture, engineering, real estate, urban planning, or related fields.

Professional certification in energy or building science/engineering preferred.

Experience with data analysis and proficiency in Salesforce, Tableau, or MS Project.

Additional Qualifications This position requires some travel (10%) between NYSERDA’s Albany and New York City offices, and to engage market partners and promote key program accomplishments.
