Job Summary This is a junior level staff position in urban planning and management. The Planner I will project‑manage planning applications, review and provide planning opinions on development proposals and land‑use studies in conformity with City and County Comprehensive Plans and state statutes.

Essential Job Functions & Responsibilities

Review, circulate, and comment on applications in accordance with City requirements and zoning regulations.

Consult with internal departments, developers, consultants, owners, legal counsel, the public, and other agencies.

Collect, compile, tabulate, and analyze data fundamental to comprehensive planning.

Assist in formulating and administering the City’s Comprehensive Plan, Master Plans, and Land Development Regulations.

Conduct planning and zoning studies and prepare reports for municipal administration, external agencies, committees, boards, and the City Commission.

Review site and permit plans for regulatory compliance.

Disseminate information to the public on planning, zoning, and development regulations.

Respond to inquiries and provide customer service regarding planning and zoning.

Support public engagement initiatives to involve community members.

Coordinate and conduct public engagement initiatives for planning projects.

Supervise technical personnel in gathering raw data for land‑use studies.

Represent the City with professionalism and diversity sensitivity.

Maintain effective professional relationships with colleagues, supervisors, and managers.

Perform other duties as required.

Education & Experience Required:

Bachelor’s degree in Planning, Public Administration, Geography, Architecture, Landscape Architecture, Urban Design, or related field. Six months of responsible planning experience, including participation in planning and zoning studies.

Preferred:

Master’s degree in a related field.

Certificates, Licenses & Registrations

Valid driver’s license with proof of automobile insurance.

Background check and acceptable driving record.

Knowledge, Skills, Abilities

Understanding of urban planning and zoning principles.

Research techniques and statistical methods.

Knowledge of local and regional zoning laws.

Interpretation of land‑use laws and regulations.

Time‑management and project completion within deadlines.

Knowledge of economics, public finance, and sociology as applied to urban planning.

Fundamental supervisory principles.

Clear and concise communication skills.

Proficiency in Microsoft Office, Adobe Suite, GIS, and map/chart preparation.

Professional working relationships with diverse stakeholders.

Physical Demands Walk, sit, write, speak, lift up to 50 lbs occasionally, use hands to manipulate objects, normal visual and auditory functions required.

Work Environment Primarily office based, requiring sensitivity to changing priorities and goals.

Required Education & Background Information Minimum education and experience requirements are listed above. A GED is acceptable if submitted. Evidence of a GED score is required if submitted in lieu of a high school diploma.
