Tulsa CARES is seeking a highly organized, driven, and mission-focused leader to oversee the daily operations of its medical program and soon-to-be medical clinic, which will open later this fall. While construction wraps, the ideal candidate will support the current medical practice, which is embedded at the main Tulsa CARES facility, providing comprehensive care and support services to limited-income people living with HIV and Hepatitis C. This position offers a rare and exciting opportunity to support the current medical program while also establishing the groundwork to help open and operationalize the new nonprofit clinic. Initial Responsibilities (Pre-clinic Opening):
Oversee the agency’s current medical program (1 exam room; 2 part-time providers), including oversight of referrals, insurance verification, billing, and general processes to deliver high quality care. Supervise medical program staff. Sit on the interdisciplinary leadership team and represent the needs of the medical program. Provide general support to medical providers and serve as the liaison between other agency programs. Manage compliance and regulatory requirements associated with opening the clinic, including the development of clinic policies and procedures. Partner with marketing to ensure website, branding, and materials are created and distributed. Partner with Genoa, the agency’s on-site pharmacy, to support integration into the clinic. Hire, train, and supervise non-clinical team members and other support personnel as needed. Clinic Manager Responsibilities:
Operations
Oversee the daily operations of the medical clinic, ensuring the smooth and efficient delivery of patient care services while maintaining high standards of quality and compliance. Manage lab and pharmacy relationships to ensure optimal partnerships and patient care. With support of the CFO, oversee financial aspects of the clinic, including budgeting, billing, and 340b. Ensure that patient data, medical records, and proper documentation is maintained in the EHR and monitor reporting and completion of tasks and workflows. Ensure patient scheduling processes are executed efficiently. Monitor and manage inventory of medical supplies and equipment. Represent the clinic in broader leadership and strategic conversations at the agency level. Staff Management
Recruit, train, and supervise medical clinic staff. Conduct regular performance evaluations and provide ongoing education and training opportunities. Oversee scheduling and workflow optimization. Provide leadership and mentorship to clinic staff to mitigate issues and foster a positive work environment. Ensure the delivery of high-quality, patient-centered care, and optimize for patient experience. Address patient concerns and resolve issues promptly and effectively. Provide patients with resources and clear communication in regards to invoices, billing, and payment plans. Compliance and Quality Assurance
Ensure compliance with all healthcare and federal regulations and accreditation standards. Implement and monitor quality assurance programs to maintain high standards of care. Conduct regular audits and assessments to identify areas for improvement. Collaborate with agency leadership to implement policies and procedures to improve quality of care. Keep abreast of industry best practices and integrate them into clinical operations. Ensure the clinic environment is safe and sanitary, adhering to health and safety standards. Community Outreach and Education
Partner with community engagement and prevention staff to promote the services of Tulsa CARES’ medical clinic within the community. Organize and participate in community education and wellness initiatives. Build and maintain relationships with local healthcare providers and organizations. Serve as a representation of Tulsa CARES and support the agency’s mission, vision, values, and goals. Requirements and Qualifications:
Bachelor’s or Master's degree in related field strongly preferred. Two or more years of experience in a health-related field preferred with proven experience in healthcare management, medical office, or office management roles. Knowledge of fiscal management principles and experience with budgeting processes. Excellent communication, leadership, and organizational skills. Experience with eClinicalWorks a plus. Experience working with those living in poverty, with HIV/AIDS, with other chronic health conditions, and/or with history of mental health or substance abuse is a plus.
