Overview In this role, you will be responsible for all preconstruction activities on large volume water projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies. Job Responsibilities: Leads the Preconstruction phase effort and coordinates with the Project Director and Lead Estimator Develops and manages detailed estimates from conceptual to final design Participates in design review meetings and leads the design team during Pre-Construction, monitoring scope, cost, and constructability Reviews design options and recommends the best solution based on cost, quality, or material availability Leads pricing strategy efforts and ensures clarity of expectations within the proposal team Manages cost tracking during Preconstruction Coordinates the Preconstruction Team and develops bid packages Builds and maintains relationships with subcontractors and vendors Tracks proposal milestones and communicates estimate progress Handles pricing clarifications and leads estimate reviews Assists in developing construction schedules and responses to RFPs/RFQs Trains Preconstruction personnel and manages support staff Presents information to clients as needed and maintains historical pricing data Participates in proposal interviews and presentations Supports other departments as required Education/Experience: Bachelor's degree in Civil Engineering, Construction Management, or related field At least 7 years of estimating experience, preferably in water/wastewater construction Knowledge, Skills, Certifications: Experience in water & wastewater construction Estimating, scheduling, budgeting, field supervision, financial reporting skills Excellent communication, organizational, and leadership skills Experience managing construction projects/phases and support staff Knowledge of bid practices, design-build & CMAR delivery methods Benefits: Health, dental, vision insurance Hospital indemnity, accident, and critical care plans Retirement plan (401k) with company matching Employee Stock Ownership Plan Paid time off, holidays, professional development, flexible hours, remote options Employee assistance programs and growth opportunities Physical & Environmental Requirements: Must have ambulatory skills to visit locations, and the ability to stand, walk, lift 10-50 pounds, and operate equipment with good hand-eye coordination.
