WATER RESOURCES MAINTENANCE/CONSTRUCTION SUPERINTENDENT

Overview
Performs difficult professional work managing the operation, construction, maintenance, regulatory compliance, and repair of the water distribution and wastewater collection system and the water and wastewater treatment plants; does related work as required. Work is performed under general direction of the Water Resources Director. Supervision is exercised over all Division personnel.
Responsibilities
Manage the operations, installation, construction, maintenance, repair, and regulatory compliance programs of the water distribution and wastewater collection system and the water and wastewater treatment plants.
Manage record keeping systems for operations, construction projects, contracts, maintenance, and customer records and files.
Plan, organize, and direct the work of Division personnel and contractors in the construction, operation, installation, repair, maintenance, and rehabilitation of water and sewer infrastructure and facilities; develop and implement policies and procedures.
Oversee and direct response to contractors, engineers, and customers on a wide variety of projects and service issues.
Prepare reports and logs on construction projects and system operations for submission to the Director and regulatory agencies; develop and recommend short and long range plans and goals for system improvement.
Manage all aspects of large construction projects including approval of pay requests for large monetary amounts.
Maintain employee training records to comply with State certification requirements and safety programs.
Act as cost center and division manager; prepare budgets for all division programs and monitor expenditures.
Manage employee performance and enforce discipline; interview applicants; recommend hiring and promotions.
Develop, oversee, and enforce field safety programs and ensure compliance with OSHA requirements.
Prepare bid specifications and requests for proposals for large capital projects and equipment purchases.
Negotiate and prepare service contracts for outside contractors.
Manage capital projects and contracts for installation and/or rehabilitation of water and sewer infrastructure.
Act as project manager for large capital improvement projects at the water and wastewater treatment plant.
Act as the Operator in Responsible Charge for the City’s water and wastewater system pursuant to NCDENR requirements.
Perform related tasks as required.
Comprehensive knowledge of the methods and techniques used in the operations, construction, installation, repair, maintenance, and rehabilitation of water and sewer infrastructure; contract management and administration for large capital improvement projects; State and Federal safety programs and the occupational hazards associated with water and sewer systems; regulatory rules and requirements governing water and wastewater systems; ability to manage all Division activities; ability to direct and supervise the work of subordinates; ability to manage large construction, maintenance or service contracts; ability to read and interpret complex construction drawings, sketches, and blueprints; ability to establish and maintain effective working relationships with associates, regulatory agency officials, and the general public.
Education and Experience
Any combination of education and experience equivalent to Graduation from an accredited community college with major coursework in construction management, civil engineering, or related field and extensive experience in the operation, construction, inspection, maintenance, and repair of water and sewer infrastructure.
Possession of an appropriate commercial driver's license valid in the State of North Carolina.
Possession of Grade IV Wastewater Collection, Grade A Water Distribution, Cross-Connection Control, and OSHA Competent Person certifications.
