Construction Project Manager/Engineer I or II

The Town of Vienna is seeking a skilled and motivated
Construction Project Manager
to plan, manage, and oversee a variety of public infrastructure and capital improvement projects. This position leads projects involving transportation, sidewalks, utilities, drainage, stormwater management, streetscapes, and public facilities.
The ideal candidate will have experience in civil engineering design, project and construction management, and public engagement. Responsibilities include coordinating with consultants and contractors, ensuring project compliance with Town codes and specifications, and representing the Department of Public Works at meetings and community events.
*This position may be filled as a Construction Project Manager/Engineer I or II depending on the certifications, experience and qualifications of the candidates. * Position Grade (Full Time) Construction Project Manager/Engineer I: Town Grade 126: $94,618 - $152,336 dependent on qualifications.
Construction Project Manager/Engineer II: Town Grade 128: $104,317 - $167,950 dependent on qualifications.
Both are exempt positions.
Work Schedule Monday through Friday 7:00 AM - 3:30 PM. Occasional Evening Meetings.
Background Check All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a drug test.
Job Description This position is responsible for administering, managing, and overseeing the design and construction of a variety of public infrastructure and capital improvement projects for the Town of Vienna. Projects may include transportation, streetscape, sidewalks, utilities, drainage, stormwater management, public facilities, and private development coordination. The Construction Project Manager performs professional engineering and project management duties, including design oversight, construction inspection, contractor coordination, and public outreach. The position ensures that projects comply with approved plans, specifications, Town codes, and applicable regulations.
Work involves close collaboration with consultants, contractors, property owners, and the public. The employee provides technical and staff support to the Department of Public Works, attends evening meetings as needed, and assists the Public Works Director and Deputy Director of Engineering. This position operates independently under limited supervision, reporting progress through regular meetings and written reports. Work is guided by Town ordinances, construction and material specifications, and relevant engineering standards, and is evaluated through project performance, compliance, and adherence to departmental policies and procedures.
Essential Functions
Handles all responsibilities for the review and interpretation of project construction drawings and specifications.
Administers and interprets construction contracts.
Conducts meetings, such as pre‑construction, progress and stakeholder meetings; prepares and disseminates meeting minutes.
Performs field inspections and coordinates tests to ensure contractor's compliance with contract documents.
Monitors construction progress; reports on Contractor's activities, identifying and resolving construction issues; analyzes schedule updates, invoices, and contract quantities.
Prepares daily reports, documenting installed quantities; responds to general inquiries.
Analyzes and processes change orders and payment requests.
Coordinates project work with Parks & Recreation staff, Public Information Office, utility companies, Community Center customers, and other stakeholders.
Establishes strong communications with user agency staff and ensures broad dissemination of project status information to users and other stakeholders.
Monitors and enforces safe working conditions and compliance with environmental regulations.
Develops presentations and reports for Town Council as required. Attends and/or conducts project related public meetings. Ability to work non‑traditional hours for night and weekend meetings as necessary to reach stakeholders.
Responsible for all phases of project management from design through construction in compliance with established codes and requirements.
Performs general administrative work, including but not limited to, attending, and conducting meetings, reviewing mail and literature, compiling data for reports, preparing reports and correspondence, entering computer data, preparing and maintaining project reports, files, and records.
Performs related work as assigned or required.
Qualifications for Civil Engineer I
Requires a Bachelor's Degree in Civil Engineering, Construction Management, or a related field plus three years of building construction management related experience in at least one of the following areas: administering or inspecting construction contracts; enforcing compliance with ordinances, codes, plans or specifications; maintaining records, or files construction projects.
Familiarity with construction management and scheduling software desired.
Experience with survey/construction engineering related to roadway construction, construction management, and construction quality control and field testing highly desired.
Qualifications for Civil Engineer II
Requires a Bachelor's Degree in Civil Engineering, Construction Management, or a related field plus six years of building construction management related experience in at least one of the following areas: administering or inspecting construction contracts; enforcing compliance with ordinances, codes, plans or specifications; maintaining records, or files construction projects.
Familiarity with construction management and scheduling software desired.
Experience with survey/construction engineering related to roadway construction, construction management, and construction quality control and field testing highly desired.
Special Certifications and Licenses
Valid State driver’s license.
Professional Engineer (PE) License is required for the Civil Engineer II level.
Professional Construction Management Certification desirable.
Project Management Professional Certification desirable.
