Construction Inspection Specialist (Flex Staff)
CDM Smith is seeking an experienced Construction Inspection Specialist to independently provide professional construction inspection and oversight of Federal Construction Projects with agencies such as USACE, AFCEC, and NAVFAC. The role requires broad professional knowledge of construction practices to meet client needs, clear communication of project progress and issues to diverse functional teams and project leadership, and ensuring projects are delivered successfully, safely, and in compliance with applicable requirements. Work is performed independently under limited supervision.
Responsibilities
Conduct on‑site inspections of construction, rehabilitation, and maintenance projects and related civil structures (roads, dams, bridges, facilities, utilities, etc.) to verify compliance with approved design specifications, industry standards, safety codes, and applicable federal regulations.
Document inspection results, including deficiencies, deterioration, structural condition, deviations between design and execution of construction, required corrective actions, and any needed sampling.
Review contractor submittals, RFIs, shop drawings, and material certifications in coordination with engineers and project management teams.
Monitor construction progress, prepare and maintain detailed daily reports, deficiency notices, project status reports, and technical recommendations.
Inspect and verify construction materials and testing processes (concrete breaks, compaction testing, welding/joint inspections, pressure testing, etc.) to ensure compliance with specifications and standards.
Oversee and coordinate field construction related services on projects, enforcing adherence to safety, environmental, quality control, and permitting requirements.
Conduct site investigations, review relevant data including maps, reports, test results, drawings and others as required.
Participate in pre‑construction meetings, design reviews, technical assessments, safety meetings, and project closeout/punch list activities.
Ensure compliance with guidelines and regulations including permits, safety, etc. and deliver technical files and other technical documentation as required.
Develop, train, and mentor junior construction professionals, provide technical direction, and serve as a liaison between contractors, engineering staff, and client.
Perform other duties as required.
Minimum Qualifications
High School Diploma
At least 5 years of relevant construction experience.
Domestic travel required. Overseas travel is also possible.
Preferred Qualifications
Prior Federal or DoD project experience (NAVFAC, USACE, or Air Force CE) is highly desirable.
Experience in vertical (facilities/buildings) and horizontal (utilities, waterfront, airfield, infrastructure) construction is desired.
Knowledge of federal acquisition and contracting practices.
Familiarity with UFGS specifications, UFC design criteria, and EM manuals.
Familiarity with electronic systems such as eCMS, RMS/QCS, or other QA tools.
OSHA 30‑Hour Construction Safety and Health.
Construction Quality Management (CQM) for Contractors.
