You’ll also develop leadership skills by supervising inspection teams while collaborating with contractors, regulatory agencies, and the public on projects that directly improve quality of life in our community.

Already a licensed PE? You’ll start directly as an Assistant Construction Manager (Engineer 2) with full project management responsibilities from day one. Regardless of entry point, you’ll work in both office and field environments, gaining hands-on experience that bridges design theory with construction reality while developing leadership skills by supervising inspection teams and collaborating with contractors, regulatory agencies, and the public on projects that directly improve quality of life in our community.

What You Will Do As an Engineer 1, you will learn and develop skills in:

Project Financial Oversight

– Assist with construction budget management, contractor payment reviews, and change order negotiations

Quality Assurance

– Support oversight of construction projects to ensure compliance with contract plans, specifications, and regulations

Stakeholder Communication

– Coordinate with contractors, utility contacts, regulatory agencies, and the general public; assist with Contractor Requests for Information (RFI)

Construction Oversight

– Support construction activities and inspection staff, including reviewing daily reports and helping resolve technical and contractual questions

Project Coordination

– Assist with project staffing, utility coordination, pre-construction meetings, and weekly progress meetings

Public Engagement

– Collaborate with Public Outreach staff to inform the community about construction projects and respond to citizen inquiries

Contract Administration

– Support contract compliance activities from project award through closeout

Team Supervision

– Assist in supervising project inspection staff under guidance

As an Assistant Construction Manager (Engineer 2), you will perform the full scope of:

Project Financial Management

– Independently manage construction budgets, review and approve contractor payments, and negotiate change orders

Quality Assurance Leadership

– Oversee all quality assurance activities to ensure construction meets contract plans, specifications, and regulatory requirements

Stakeholder Relations

– Serve as primary contact for contractors, utility companies, regulatory agencies, and the public; review and respond to all RFIs with professional engineering judgement

Construction Management

– Direct construction activities and inspection teams, review daily reports, provide technical guidance, and resolve complex contractual issues

Project Coordination

– Lead project staffing decisions, utility coordination efforts, pre-construction meetings, and weekly progress meetings

Public Relations

– Partner with Public Outreach staff to communicate project impacts and respond to community questions with technical expertise

Contract Compliance

– Ensure complete contract compliance from award to project closeout, applying professional judgment to complex situations

Staff Supervision

– Directly supervise and mentor project inspection staff

What you bring

Minimum Qualifications for Engineer 1 (ONE of the following):

Bachelor’s degree in Civil Engineering, Construction Management, or related field,

OR

Engineer-in-Training (EIT) certification,

OR

Four years of related engineering experience under the direct supervision of a licensed Professional Engineer (PE)

If qualifying through experience: Complete a verification form during the application process that includes verification of work performed under PE supervision, Professional Engineer signature, and PE stamp/seal or copy of current license

Minimum Qualifications for Assistant Construction Manager (Engineer 2):

Professional Engineer (PE) licensure (required to auto progress)

OR Bachelor’s degree in Civil Engineering or related field AND four years of related construction management/engineering experience under the direct supervision of a licensed Professional Engineer

OR Engineer in Training (EIT) certification AND four years of related construction management/engineering experience under the direct supervision of a licensed Professional Engineer

Progressively responsible civil engineering experience demonstrating the ability to perform the full scope of Engineer 2 responsibilities

*Engineering means the practice of engineering as defined in RCW 18.43.020.

Preferred Education, Experience or Other Qualifications

One year of lead worker or supervisory experience.

Two years of construction Management experience.

Certified as a Construction Manager from Construction Management Association of America.

Competitive Selection:

When this position is open for competitive recruitment, candidates will be selected and appointed at the level (Engineer 1 or Engineer 2) for which they meet the minimum qualifications and can demonstrate the required competencies. Candidates who possess PE licensure and can demonstrate the full scope of Engineer 2 responsibilities will be considered at that level; candidates without PE licensure will be considered at the Engineer 1 level.

Career Progression:

This position is part of an automatic progression series. Incumbents hired at the Engineer 1 level will progress to Engineer 2 upon obtaining their Professional Engineer (PE) license and demonstrating satisfactory work performance, without the need for reapplication or competitive selection.

Additional Information

Driving Requirements: The successful incumbent must meet driving requirements and provide a current driving record. A valid Washington State Driver’s License is required prior to hire.
