Job Description
HJF is seeking a
Program Manager II
to oversee a collection of related/integrated projects supporting a long-term research initiative. This position involves guiding project managers and technical staff to meet program objectives, typically overseeing moderately complex work.
This role supports the Naval Medical Research Unit San Antonio (NAMRU-SA) at Fort Sam Houston, a center conducting research to improve survival, operational readiness, and safety of DoD personnel. The position includes managing intramural R&D support for four scientific directorates: DEHE, CCC&OM, CH&RM, and RSD, focusing on experimental protocols aligned with research goals and the command mission.
HJF is a nonprofit organization advancing military medicine, serving military, medical, academic, and government clients since 1983, facilitating research and clinical efforts.
This position is contingent on contract award.
Responsibilities
Assist with SRB and HRPP administrative tasks.
Gather information for research program taskers, approved by authorized government personnel.
Recommend on labor utilization and workflow efficiency.
Assist with contract documentation and proposals.
Manage research-related administrative tasks and spreadsheets.
Maintain research documents.
Conduct market research for study budgets.
Ensure reports meet sponsor guidelines.
Assist with space utilization and administrative tasks.
Develop business and growth plans for research.
Track expenditures and financial status.
Contribute to budget recommendations.
Submit proposals and grants through various portals.
Prepare documentation for research meetings.
Coordinate and schedule meetings, take minutes.
Supervisory Responsibilities Direct authority over hiring, disciplinary actions, performance evaluations, and work activities.
Qualifications
Bachelor's degree + 7 years of experience OR Master’s + 5 years.
Knowledge of federal budgeting and project management.
Strong interpersonal and communication skills.
Ability to plan, schedule, and meet deadlines.
Proficiency in Microsoft Office and data analysis software.
Experience in life sciences preferred.
US Citizenship and ability to obtain Secret Clearance.
Current BLS or CPR certification.
Physical Capabilities
Lift materials up to 10 lbs.
Prolonged sitting/standing at a computer.
Ability to lift and pull heavy objects.
Licenses and Certifications
PMP preferred.
Work Environment Primarily office setting.
