Job Title: Project Controls Lead Location: Port Arthur, TX Type of Role: Direct The Global Edge Consultants, LLC is seeking a Project Controls Lead for a client in the LNG industry. The Project Controls Lead will manage, analyze, estimate and provide input on project development, performance, status and issues. This role supports the Project Manager – Project Controls to meet project requirements, works with team members to understand information requirements of construction projects, and develops mechanisms for tracking contract deliverables as required by the scope of construction. Implement programs, policies, and standards to effectively maintain project control requirements. Pursues self-directed development and conducts a wide variety of tasks related to project execution, including schedule management.

Responsibilities and essential duties

Project Analyses and Project Controls Tools Development: Assists with schedule, cost and budget controls.

Generates and submits progress and spend curves and internal weekly/monthly reports.

Reviews and provides comments to Contractor’s cost, schedule, and weekly/monthly reports.

Reviews, analyzes and validates monthly Progress and Milestone Payment Items.

Generates cost estimates for evaluation of Change Requests impacts & Estimates.

Analyzes schedule delay claims and evaluation of recovery and accelerated schedule.

Provides “What-if” scenario analyses, evaluation and recommendations.

Works with Schedulers to perform schedule impact analyses due to Change Requests and/or Technical Queries.

Works with Cost Accountant to develop and maintain cost systems.

Works with Contracts Manager on Change Orders and analysis of delay claims or time extensions.

Works with Risk Specialist to provide analyses and evaluation of cost and schedule impacts of risks.

Works with Quantity Specialist on evaluating Contractor’s earned values from Rules of Credit and Work Packages.

Works with IT Systems team for project controls system development, implementation, and maintenance.

Maintains positive relationships with customers, project team members, and contractor.

Provides schedule analysis and acceptance of Critical Path Schedule including reforecasting of baseline and update schedules.

Provides continued analysis of critical activities and longest path activities.

Provides analysis of schedule delay claims and evaluation of recovery and accelerated schedule.

Leads and provides guidance to the project team to meet project objectives.

Performs scheduling tasks, importing, exporting, and reporting using Primavera P6 Professional (latest release).

Participates in data collection and analysis of project information to support the project schedule.

Manages the development of schedules for project development, ITB evaluation, and other owner scopes.

Supports EPC contractor’s project controls deliverables and reporting along with internal deliverables for stakeholder distribution.

Facilitates schedule reviews and evaluation and provides resolution to the management team.

Tracks and Reports on Project Activities and Maintain Schedule Oversight

Maintains confidentiality for control of project activities and scheduled tasks.

Generates reports that provide management with clear status of project tasks, schedule and costs.

Supports Daily Report interface with Primavera and business systems.

Provides scheduled and ad-hoc progress and status reports.

Provides feedback to project team for cost and schedule information requests.

Maintains project data using Primavera, MS Office Suite and data management systems.

Collaborates with consultants providing schedule reviews and evaluations.

Maintains Primavera hosting sites including back-up activities.

Coordinates with functional teams to align input with the overall project schedule and progress reporting.

Supports payment milestone and progress tracking and reporting processes.

Policies and Procedures

Develops and carries out objectives and policies that provide appropriate access control of information in line with document management initiatives.

Monitors compliance with policies and procedures as they pertain to project management.

Performs quality audits on contractors’ work processes and systems and manages internal project audits.

Performs other duties as assigned (no more than 5% of duties).

Minimum Requirements

Bachelor's degree in project management, engineering, technical discipline, related field, or equivalent training and/or experience.

10 years of energy industry related experience (including field experience).

Extensive experience with Project Controls Systems for progress and schedule evaluation, analysis and reporting using software such as Primavera P6, Primavera Risk Analysis, Deltek Acumen Fuse, SharePoint, SAP, earned value management and other systems.

Strong knowledge of management and construction of major industrial projects (oil, gas, power, liquefaction, LNG).

Proficient with Primavera and Microsoft Projects scheduling tools.

Extensive knowledge in Cost estimating and Cost management systems and Best Practices.

Strong technical management abilities with effective project management and leadership skills.

Strong understanding of construction management and projects controls best practices.

Strong understanding of Earn Value Measurement Systems, Rules of Credit and Chart of Accounts.

Strong knowledge of planning, progress tracking and scheduling.

Initiative, decision-making and problem-solving skills to analyze data, identify issues, and implement solutions.

In-depth knowledge of construction techniques and practices.

Ability to manage multiple schedules and deliverables in a fast-paced environment.

Ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments.

Sufficient computer literacy to provide quantitative and written reports using spreadsheets, charts, PowerPoint, Visio and dashboards.
