The Deputy Manager of Shipping & Inventory Section is responsible for overseeing and integrating the functions of Shipping Packing Management, Shipping Packing Supervision, and Inventory Section Management. This role ensures that supply chain operations are aligned with company objectives and regulatory requirements. The position provides strategic leadership for daily operations, including shipping, receiving, packing, inventory control, and logistics. The Deputy Manager manages cross-functional teams, develops and enforces policies, drives process improvements, and ensures compliance with safety, quality, and export regulations.

Job Duties Oversee and manage all shipping, packing, and inventory operations to ensure accuracy, efficiency, on-time delivery, and regulatory compliance. Supervise Packing Supervisors, Shipping Manager and Inventory Manager; provide guidance, support, and performance evaluations. Ensure inbound and outbound shipments are processed in time and accurately in SAP/MES with proper documentation and export compliance. Lead daily operations for material handling, crating, export packaging, consignment inventory, and interplant transfers. Manage carrier dispatches, dock scheduling, and coordination of time-sensitive deliveries. Oversee inventory management including cycle counts, variance analysis, material pick lists, and stock replenishment. Develop and enforce supply chain policies, guidelines, and SOPs to ensure continuous improvement and customer satisfaction. Interface with purchasing, production control, manufacturing, and quality control to align supply chain activities with demand. Implement Lean Six Sigma and 5S practices across all warehouse and shipping operations. Ensure compliance with OSHA, ITAR/EAR, TL9000/ISO9001 and ESD-controlled environment requirements. Provide reports and KPIs on inventory levels, shipment accuracy, and supply chain performance to senior management. Develop training programs for staff on inventory control, hazardous material handling, and safety standards. Troubleshoot and resolve critical shipping or inventory issues in collaboration with senior leadership. Drive process automation and system-based decision-making through SAP/MES integration. Perform other related assignments as required by management. Supervisory Responsibilities: This position directly manages Packing Supervisors, Shipping Manager and Inventory Manager, along with their teams. The Deputy Manager ensures proper resource allocation, succession planning, and staff development across all functions. Qualifications Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, or related field required; Master’s degree preferred. Experience 5+ years in supply chain, logistics, or warehouse management, with at least 2+ years in a leadership role. Skills/ Abilities: Technical Knowledge: Proficiency in Microsoft Office, ERP systems (SAP S/4 HANA), MES, and inventory control systems. Skills: Strong leadership, bilingual communication (English/Chinese preferred), hazardous material handling awareness. Other: Strong organizational, analytical, and problem-solving skills; ability to work under pressure and manage multiple priorities. This position requires strict adherence to ITAR/EAR regulations, TL9000/ISO9001 quality standards, OSHA safety compliance, and company-specific policies. Candidates must successfully pass pre-employment drug screening and ongoing random testing. Mandarin speaking is a plus. Location This position will be on-site based in Sugar Land, Texas.
