This position performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations, maintenance and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties
Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates, cross sections and 3D models.
Managing the development of multiple roadway design projects within a team portfolio.
Managing consultants on roadway design projects development.
Developing project scopes of work, negotiating level of effort and related fees for consultant contracts.
Monitoring consultants progress and work quality; reviews and approves invoices and associated documents; prepares supplemental agreements and supplemental work authorizations.
Managing individual project design and assists with the design, contract/project scope development, fee negotiations, plan development and preparation of related roadway improvement projects.
Developing plans specifications & estimates (PS&E).
Performing detailed design review and revisions.
Selecting appropriate project specifications, developing preliminary and detailed estimates.
Managing utility coordination, conflict analysis, conflict resolution and utility relocation prior to construction.
Managing and evaluating consultant contracts.
Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
Leads/Trains professional, and administrative staff engaged in engineering and PS&E development.
Performs and assists with design, computer operations and plan preparation.
Develops and reviews engineering related documents, correspondence, reports, and remediation plans.
Coordinates and monitors assigned projects/programs/plans.
Performs other job responsibilities as assigned.
This position requires driving a state vehicle.
Minimum Qualifications
Education : Bachelor's Degree in engineering or related science; bachelor's or higher degree accepted by TX PELS. Experience :
8 YEARS
engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications. Licenses and Certifications : Valid driver’s license. This position requires driving a state vehicle. Licensed Prof Engineer* If performing underwater bridge inspections: Must have Open Water Diver certification. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire. *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment. Physical Requirements and Working Conditions
Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
Talking expressing or exchanging ideas by spoken words
Hearing-perceive sound at normal speaking levels; receive information by oral communication.
Repetitive Motion-substantial movements of the wrists, hands, and fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
Close Visual Acuity-work includes visual inspection of small defects/parts.
Visual Acuity-determine work quality/make general observations of facilities/structures.
