Job Summary Underthe general direction of the Distribution and Maintenance Superintendent, planssupervise, and reviews the day-to-day work of crews, maintenance workers, heavyequipment operators, and contractors performing varied water distributionsystem repair, maintenance, and construction work; performs other related workas required.

Principal Duties & Responsibilities

The incumbent is distinguished by his/her direct supervisory responsibility for the day-to-day activities of multiple crews performing a wide variety of construction and maintenance activities at multiple job locations.

Plans, assigns, supervises, reviews, and evaluates the work of crews or contract employees performing water main-related construction and maintenance activities, and repair or maintenance of other varied water system infrastructure and properties.

Works closely with Operations staff regarding the scheduling of needed work and coordination of crews; inspects field projects to ascertain potential problems, determine the most effective approach, and ensure conformance with work orders, plans, and specifications; instructs assigned staff in work methods and procedures.

Develops schedules and work standards.

Developsand reviews standard operating procedures in the areas of generaladministration, distribution system operation and preventative maintenance.

Workswith outside contractors and uses internal resources to accomplish tasks.

Collaborateseffectively with other workgroups throughout the organization. Providessupport for Planning, Engineering, and Construction on large capitalimprovement projects.

Reviewsreports, records, and design drawings for accuracy and seeks opportunitiesfor continuous improvement.

Preparesdaily and monthly reports, budgeting forms, and other written assignments.Performs data analysis and general administrative duties.

Conductshiring interviews, observes staff performance, and prepares writtenperformance reviews.

Interactswith customers and responds to inquiries regarding water service, systemoperation, and water quality. Takes corrective actions to resolvedeficiencies and provides excellent customer service.

Evaluatescurrent practices related to distribution system operation and waterquality and makes improvements to increase levels of service.

Coordinatesdirectly or indirectly with local city, state, and federal agencies to meet regulations and maintain compliance.

Utilizesnew technologies to improve workflows and/or resolve problems.

Completesdepartment-oriented goals and objectives annually.

Provide safe work environment for allemployees by ensuring regular safety orientation and training, enforcementof safe work practices and compliance with regulatory requirements, correcting unsafe conditions, preventing lingering unsafe or unhealthful conditionsor hazards, investigating workplace accidents, and promoting and supporting efforts for timely return to work for employees.

Performsother related duties as assigned.

Education & Experience

2 year or 4 year degree in operational discipline, management, or related technical discipline preferred. Equivalent work experience will be considered.

Texas Class A or B Distribution license is preferred. Candidate must possess a Texas class D Distribution water license and obtain a Texas Class C Distribution water license within 1 year.

Must have minimum of 5 years’ experience leading and directing the work of teams and employees engaged in construction and maintenance activities of water main distribution or similar underground utility infrastructure.

Must have experience in operation of transmission and distribution infrastructure, water system inspection, field investigation, or construction of pipeline projects and assets

Knowledgeof the regulated water business within the region and the regulationsimpacting the business as well as applicable regulations, requirements,and trends within water business.

Safetypractices in the installation and maintenance of underground distributioninfrastructure

Principles,practices, methods, equipment, tools, and materials involved in the installationand maintenance of potable water transmission and distribution infrastructure.

Waterquality samplings processes and procedures.

Planningand scheduling construction and maintenance activities of water pipelineinfrastructure.

Abilityto interpret distribution, and engineering drawings.

Resourcefulness, initiative, and independent judgement, particularly during emergencies.

Abilityto organize and prioritize work to meet varied and changing operationalneeds.

Abilityto establish and maintain effective working relationships with colleaguesand staff.

Effectiveverbal and written communication.

Abilityto utilize spreadsheet and word processing software to conduct detailedanalysis and reporting.

Other Requirements

Possession of a valid Texas driver’slicense with a satisfactory driving record.

Willingness to be on-call foremergencies after normal business hours, weekend, and holidays.
