Position Summary Information

General Summary

The

Administrative Contract Manager

( ACM ) manages architectural/engineering, construction and various professional services/ goods and services contracts to support the engineering & construction department. The ACM applies sound contracting principles and practices coupled with WSSC Water procurement regulations, business policies and procedures and various practices that involve the WSSC Water procurement system.

Essential Functions

Manages administrative provisions of contracts, including the performance period and contract value, the cumulative cost of all tasks issued under basic ordering agreements; indefinite delivery/indefinite quantity contracts; and emergency and goods/services contracts

Coordinates with appropriate parties to schedule and conduct pre-bid/proposal meetings

Schedules and conducts pre-construction meetings with contractors, WSSC Water staff members, sediment control specialists, and state, county and local agencies

Manages contract compliance, including subcontracting utilization to support the WSSC Water Minority and Supplier Diversity & Inclusion programs

Manages and enforces wage-rate provisions under the contract

Works and coordinates with Project and Program Managers and Procurement to approve and issue change orders and field orders

Designated as the WSSC Water representative in verifying and accepting work completion

Conducts bid-ready contract reviews to ensure completeness

Works with Project Managers to prepare and update daily, weekly and monthly reports

Reviews and recommends revisions to General Conditions, Standard Specifications and Standard Details with the Project Manager

Confers with Management to determine needs. Subsequently develops appropriate contract tools with Procurement

Analyzes problems associated with contract specification requirements, service delivery, and feasibility

Collaborates with Procurement and other departments to investigate, analyze and address contractor complaints and inquiries

Establishes and maintains databases to track and monitor contract information. Maintains complete and accurate records

Serves as a point-of-contact for the contracting process. Addresses concerns of internal client issues and obstacles to successful completion of contracts. Writes and edits scopes of work. Monitors contracts and communicates successes

Trains others in contract compliance and enforcement

Drives a vehicle to conduct WSSC Water business

Other Functions

Works with Project Manager/Program Manager / Division Managers / staff as needed to receive, review, approve, and process invoices, submittals and deliverables

Performs related duties as assigned

Work is performed primarily in office environment

Required Knowledge, Skills, And Abilities

Extensive knowledge of general contracting processes, rules and procedures

Knowledge of the principles, practices, selection and uses of various types of design, construction and rehabilitation contracts

Working knowledge of utility or water and wastewater design, construction and rehabilitation

Skill in performing engineering computations, estimates and measurements

Effective verbal and written communication skills

Knowledge of basic design and construction management techniques

Ability to understand design and construction faults when working with technical managers and staff

Ability to work with contractors, state, county, and local agencies, and the general public

Ability to concurrently manage and coordinate multiple contracts

Ability to identify, develop and implement initiatives, plan programs and participate in outreach programs

Strong teamwork skills

Minimum Education, Experience Requirements

Bachelor’s degree in engineering, business administration, contract management, or a related discipline

3+ years of experience in procurement and contract administration

- OR -

High School diploma or equivalent

7+ years of experience in the utility industry that includes tracking and managing documents, contracts and/or policies, invoices, contract issues and resolutions

Additional Requirements

Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer

Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences Work experience in the utility or water/wastewater industry

Salary $85,214 - $145,095
