Biologist 1 / Trainee 1 / 2 (Ecology) - NY HELPS
Base pay range: $53,764.00/yr – $85,138.00/yr
Duties Description The incumbent administers the Freshwater Wetlands (ECL Article 24) and Protection of Waters (ECL Article 15) Programs for Jefferson and Lewis Counties and offers occasional support to staff in St. Lawrence County.
Responsibilities include public education, wetland delineations, project plan review, enforcement of Articles 15/24 permit conditions, investigation of resource damage violations, and collaboration with other bureaus and divisions (e.g., Environmental Permits, Fisheries, Division of Law Enforcement).
The incumbent also assists with hydroelectric, linear power transmission, and solar facility project review as required and supports statewide initiatives and special assignments.
Qualifications Minimum qualifications for the NY HELPS Program require an applicant to meet the following criteria.
No examination is required, but the applicant must satisfy the job’s minimum qualifications.
Non‑Competitive:
At least a bachelor’s degree (or higher) with 18 semester credit hours in aquatic ecosystem restoration or related fields such as ecology, limnology, wetland science, wildlife management, or similar.
Pre‑approved college courses must align with the listed domain.
Certain courses (e.g., agriculture, earth science, dendrology) are non‑qualifying.
Competitive:
Prior employment with the DEC, or eligible transfer under Section 70.4 or 70.1.
Competitive candidates must have one year of permanent competitive service at Salary Grade 11 or higher, or hold a qualifying title such as Biologist 1 Aquatic, Biologist 1 Ecology, Biologist 1 Marine, or Biologist 1 Wildlife.
All candidates must possess a valid driver’s license (or meet transportation needs) and be able to negotiate difficult terrain, work in remote or adverse weather conditions, travel, work overnight, and work weekends or holidays as required.
Overtime and telecommuting may also be required.
Additional Requirements Must demonstrate the ability to negotiate difficult terrain, work in remote areas and adverse weather, travel as needed, and handle overnight or weekend assignments.
Telecommuting may be available and will be discussed at interview.
