Responsibilities

Design, evaluate, review, and coordinate engineering plans, systems, specifications, and construction activities.

Develop and design engineering plans and specifications in-house; review and inspect those prepared by private consultants and contract workers.

Prepare computations, design drafts, and specifications for projects such as bridges, streets, mechanical, electrical, traffic control systems, irrigation, drainage, sewer and water construction, telecommunications, park facilities, buildings, and other capital improvement projects.

Utilize computer-aided design drafting (CADD) methods, traffic management systems, or automated management systems specific to the area of assignment.

Review construction plans to identify design problems and ensure compliance with standards and codes.

Make recommendations for changes to plans and specifications.

Identify required materials, evaluate costs, and prepare estimates.

Develop plat profiles, cross-sections from survey notes, and prepare surveys, easement correspondence, legal descriptions, and metes & bounds calculations.

Appraise shortages, excesses, quality, and cost of renovating existing facilities.

Coordinate projects with utility companies and City departments.

Supervise and inspect assigned projects under contract, enforce safety rules, and inspect workmanship, materials, and equipment used.

Assist in administrative duties such as preparing contract or bid specifications, drafting RFPs, reviewing contractor packages, conducting studies, compiling data, and developing spreadsheets.

Investigate and respond to citizen, City official, consultant, contractor, or customer inquiries and complaints; negotiate resolutions.

Assist in long‑range and short‑range planning for the area of assignment, manage documents, maintain records, and prepare project reports.

Oversee a small staff – schedule, assign, instruct, guide, appraise, provide training, enforce personnel rules, counsel, motivate, and recommend personnel actions.

Qualifications

Bachelor’s Degree or higher in Engineering or a related field.

Valid Texas Class “C” Driver’s License or equivalent from another state (required at time of appointment).

Demonstrated experience in engineering design, review, and construction supervision.

Proficiency with CADD software and related engineering tools.

Knowledge of engineering standards, codes, and construction practices.

Strong analytical, communication, and organizational skills.

Ability to manage multiple projects and coordinate with various stakeholders.
