Position Overview Tilcon Connecticut is seeking a Estimator/Project Manager responsible for bidding, managing, and executing roadway construction projects. The majority of this role will deal with DOT, CAA, FAA, and Private contracts, with a small focus on municipal or subcontracted projects as needed. This role involves working within the construction division to oversee project timelines, budgets, and resources effectively. This individual must be able to manage duties in a timely manner and be able to work independently as well as in a team environment. The selected individual must display a courteous and professional attitude when dealing with co‑workers and the public. A valid Driver’s License and the willingness to travel throughout Connecticut are essential for this position. Prior experience dealing with large Civil/DOT/Construction milling/paving projects is preferred, but not required.

Competencies

Proficient in calculating project costs and quantities accurately.

Ability to oversee projects from bid to completion, ensuring timelines and budgets are met.

Strong verbal and written skills for effective interaction with clients, subcontractors, and team members.

Understanding of paving, milling, and civil engineering principles.

Capable of addressing challenges and implementing solutions promptly.

Experience in negotiating contracts and managing stakeholder expectations.

Meticulous in reviewing plans and specifications to avoid errors.

Ability to lead and motivate project teams effectively.

Familiarity with industry regulations and compliance standards.

Familiarity with DOT Heavy Highway work is preferable.

Strong organizational skills to prioritize tasks and manage multiple projects simultaneously.

Manage advertising schedule

Finger on the pulse with competitors and clients

Weekly sales meeting with commercial sales

Monthly sales meeting with all LOB’s

Competitor Backlog and Capacity analysis

Bidding (CTDOT, FAA, Municipal, Private Projects, VIP, Service Contracts)

Review all potential bids with management

Quantity Takeoff and Confirmation

Solicitate subcontractors/vendors

Securing set aside companies (SBE/DBE)

Bid review with commercial sales

Bid comparison and market analysis

Bid submissions and openings throughout the state

Build and setup projects (paving/milling/construction) in bidding software with accurate costs, overheads, markup, etc.

Execution

Manage Bid vs. Build – work with Ops to enhance bidding opportunities and reduce bid vs. build spread

Manage project schedule (recovery, critical path, liability, capacity)

Track project quantities and identify risk and opportunities

Ensure strict cost controls are managed and in place to reduce margin erosion

Collaborate with project staff to identify opportunities for increased efficiencies and safer methods

Qualifications Education/Experience

Bachelor’s degree in construction management, civil engineering, or a related field and a minimum of 4 years of experience in construction estimating/construction project management, preferably in civil DOT paving projects OR a minimum of 8+ years of experience in those related fields

General Requirements

Understanding of milling/paving and DOT construction

Ability to manage Civil/DOT Construction projects from bid to completion.

Ability to understand project financials and forecast project outcome.

Strong understanding of civil engineering principles and construction methods
