We have an immediate opening in the Richmond area for a qualified transportation Construction Manager, assigned to manage inspection staff and perform a Construction Manager role on a VDOT Richmond District Wide Construction Engineering and Inspection Contract, as well as area local government transportation projects. The Construction Manager will be responsible for managing staff and managing large VDOT and locality projects, including design-bid-build and Design-Build projects. Must have significant experience in roadway/bridge construction. Experience on local government projects preferred. Capable of leading a construction staff, be proficient at reading and interpreting plans, specifications and shop drawings as well as overseeing construction document controls and enforcing contract compliance. Full VDOT materials certification preferred.
Duties and responsibilities may include:
Construction management
Managing and leading a construction staff across a region, interpreting plans and specifications, understanding and implementing requirements from the Minimum Guidelines for QA/QC on Design Build and PPTA Projects document
Ensuring compliance with VDOT’s LAP Manual
Resolving field conflicts and disputes
Coordinating and running meetings
Ensuring staff is trained
Performing field inspection as required
Reviewing Contractor schedules including initial CPM and monthly updates
Communicating effectively with the Engineer, Owner and Owner's operational and field staff on a regular basis
Keeping them apprised of field conditions and maintaining active communications and excellent rapport with the Owner and the entire project team throughout the construction process
Coordination with various stakeholders and the traveling public
Oversee project safety
Requirements/Qualifications:
Minimum of ten (10) years of specific field construction and management experience in the specified areas listed below
High School Diploma or State Equivalency Certificate - Bachelor's Degree or other advanced certificate desirable
Must have a valid driver’s license and personal vehicle for travel to and from assigned construction sites
Must have good communication skills
Must be able to read/interpret plans and specifications
Writing and drawing skills are necessary to complete inspection reports and sketch books
Basic computer skills (Word & Excel) are required for completing electronic inspection reports
Certified Construction Manager (CCM) certification through the Construction Management Association of America (CMAA) preferred
Must be willing to work nights and overtime, when required by the project assignment
Management Skills:
Applicants must have demonstrated inspection and management experience with roadway and bridge construction, particularly on VDOT projects, utility construction, and related pavement rehabilitation projects requiring monitoring a contractor's work for conformance to the design plans, specification and general permit requirements
Experience in coordinating an inspection staff and assigning inspection duties
Applicants must have demonstrated experience resolving field conflicts, coordinating with Contractors and Owners/Engineers, and overseeing a variety of project types and sizes
Previous inspection experience preferred
Additional Training or Certifications:
VDOT materials certifications including Asphalt, Concrete, Soils & Aggregate and Pavement Marking
ACI Concrete Field Testing Technician Grade I certification
DEQ Erosion & Sediment and Storm Water Management certifications
Intermediate Work Zone Safety/ATSSA TCS Certification preferred
Physical Requirements (Essential Functions):
This position requires the ability to perform a variety of physical tasks in the field as part of the essential job functions. Duties may include:
Walking and navigating across rough or uneven terrain such as mud, rocks, grass, dirt, steep hillsides, heavily wooded areas, and other unpaved surfaces
Moving around active project sites, which may involve climbing ladders, stairs, scaffolding, ramps, or poles
Performing physical activities such as bending, twisting, kneeling, and climbing
Remaining in a stationary position—either standing or sitting—for extended periods of time
Repetitive motions involving the wrists, hands, and/or fingers
Lifting objects weighing up to 50 pounds and/or carting objects up to 50 lbs distances up to 50 yards.
Driving to and from project sites which may involve distances of up to or exceeding 75 miles round trip.
Must be able to function safely in an environment with potential risks, including, but not limited to those described in this document.
The work environment may include exposure to a range of environmental conditions, including high and low temperatures, precipitation, and other outdoor elements. Work may also be performed in noisy conditions or confined/enclosed spaces.
