We are seeking a
seasoned Senior Program Manager
with the leadership presence, strategic mindset, and hands-on experience to oversee this initiative to completion. This is a
high-visibility role
with direct exposure to executive leadership and the opportunity to influence business operations across one of the nation’s largest municipalities. This manager will serve as a trusted advisor to stakeholders, an accountability partner for vendors, and a change leader ensuring adoption across departments. Key Responsibilities: Strategic Leadership:
Provide executive-level oversight and direction for a mission-critical enterprise licensing and permitting system implementation. Vendor & Stakeholder Accountability:
Hold third-party vendors and City business units accountable for delivery, timelines, and outcomes. Executive Communication:
Serve as the face of the project to City leadership, presenting progress, risks, and business impacts in clear, actionable terms. Business Alignment:
Bridge the gap between business operations and technical delivery to ensure the system delivers real value. Risk & Change Management:
Anticipate challenges, resolve conflicts, and lead organizational change to drive system adoption. Enterprise Perspective:
Apply lessons learned from prior large-scale enterprise software implementations to guide strategy and execution. Qualifications: 10+ years of progressive program management experience, with a strong record of delivering
enterprise software initiatives
(licensing, permitting, or construction software experience highly desirable). Strong
executive presence
with the ability to engage and influence senior leaders, elected officials, and cross-functional stakeholders. Proven success in managing complex vendor relationships and ensuring accountability at the executive level. Demonstrated ability to resolve organizational challenges and lead change across diverse teams. PMP or equivalent certification strongly preferred. Public sector or municipal project experience a plus. Requirements: Must be located in Houston, TX, with the ability to work onsite in a
hybrid role . Demonstrated ability to navigate
high-visibility, politically sensitive environments
with professionalism and diplomacy. Must have previous experience leading an enterprise deployment. Seniority level
