Information Specific to this Position:
The Department of Human Rights and Equal Economic Opportunity (HREEO) serves Saint Paul residents and businesses by advancing justice and equity through education, advocacy, and enforcement. The Department of Human Rights & Equal Economic Opportunity is composed of several divisions that perform a diverse array of functions. This position will focus on the Vendor Outreach Program which is a small business inclusion program helping small local minority and women owned businesses gain contracting opportunities with the city of St Paul.
Performs intermediate level professional work with one or more civil rights and economic justice programs. Implements and enforces law and/or ordinances for assigned programs: Affirmative Action/Equal Employment Opportunity, Vendor Outreach Program, CERT certification, HUD Section 3, City prevailing wage compliance (Little Davis Bacon), federal Davis Bacon, and living wage related to the Human Rights and Equal Economic Opportunity (HREEO) Department. Serves as an information resource in at least one of the equity laws or equity programs. Plans and executes projects of varied complexity for contract compliance with equity laws for the City of Saint Paul. Assists internal City departments on compliance with equity laws. Conducts investigations of complaints pursuant to equity laws under the jurisdiction of HREEO. Implements capacity building and business education programs in accordance with policy. Performs other related duties and responsibilities as required.

OR Two years of relevant college coursework AND four years of progressively responsible experience in two or more of the following areas vendor outreach, small business consulting, labor and prevailing wage compliance, contract compliance, living wage, minimum wage, civil rights, Affirmative Action/Equal Employment Opportunity, or professional work with diverse communities. Professional experience may be substituted for education on a year for year basis. A combination of education and experience must total six years or more.

Eligible lists typically are created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.
Final Selection Process:
You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.
Condition of Employment:
This position requires a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer.
