Peterson Consulting Group is partnering with a highly respected, heavy civil contractor specializing in complex roadway, underground, WTP/WWTP, infrastructure and public works projects across Arizona, with a focus in Tucson. We are seeking a Preconstruction Manager to lead estimating, planning, and proposal efforts for large-scale roadway, underground utilities, and water/wastewater treatment plant (WTP/WWTP) projects. Qualifications
8+ years of experience in heavy civil construction, including at least 5 years in estimating or preconstruction management roles.
Proven background in roadway, underground utilities, or WTP/WWTP projects.
Strong understanding of cost estimating, value engineering, risk assessment, and constructability review processes.
Experience managing design-build, CMAR, and hard-bid pursuits.
Proficiency in HCSS HeavyBid, Bluebeam, and other industry-standard preconstruction tools.
Excellent communication and leadership skills with the ability to collaborate across departments and with clients.
Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
Must live in or be willing to relocate to Tucson, AZ prior to start.
Responsibilities
Lead preconstruction efforts on heavy civil and infrastructure projects, ensuring accurate and competitive estimates.
Develop and maintain project budgets, bid schedules, and cost forecasts.
Collaborate with operations, engineering, and field teams to identify constructability improvements and project efficiencies.
Manage subcontractor and vendor relationships during the preconstruction phase, ensuring quality and competitive pricing.
Prepare bid proposals, participate in presentations, and support contract negotiations.
Evaluate project plans, specifications, and addenda for completeness and potential risks.
Oversee and mentor estimating staff, fostering a culture of accuracy, collaboration, and professional development.
Work closely with leadership to identify strategic opportunities and support long-term business growth.
