Position Summary The Orange County Government Health Services is seeking a highly qualified individual to work as a Health Planner (Quality Management Coordinator) in the Fiscal and Operations Support division.

Location: Health Services Administration, 2002A E. Michigan St, Orlando, FL 32806

Hours: Monday through Friday 8:00 am – 5:00 pm

Job Description General Functions Takes the lead in the development, evaluation and monitoring of the Ryan White Quality Plan. Work involves the utilization of planning principles and methodology in the formulation and implementation of various studies, reports, projects and recommendations. Researches and analyzes data, and makes oral and written interpretative assessments. Provides leadership and oversight over Quality Improvement responsibilities and tasks across the Orlando Eligible Metropolitan Area (EMA) to ensure that client services meet HRSA/HAB expectations regarding service quality and outcomes.

Work is performed under the general direction of the Sr. Program Manager and Assistant Manager and is reviewed through meetings, conferences, reports and results achieved.

Representative Duties / Assignments

Develops and implements a comprehensive clinical quality management (CQM) planning process, resulting in a CQM plan for the Ryan White Program

Coordinates the development of sub-recipient assessment tools and processes to be utilized by contracted consultants and internal staff during CQM reviews.

Utilizes HIV care management, interactive data management, and visualization software to collect, aggregate, analyze and report on Ryan White data for clinical quality management purposes.

Supports CQM committees and develops strategies for ensuring funded services are consistent with the guidelines for improvement in the access to, and quality of HIV services.

Coordinates and participates in the implementation of comprehensive capacity building initiatives that address improvements in the overall service system continuum.

Assists in the development of evaluation tools that will produce quantitative and qualitative data and findings to validate compliance with standards of care for services approved in the EMA.

Works collaboratively with all stakeholders, including the Central Florida HIV Planning Council, in the development and implementation of CQI processes. Develops and updates Quality Management policies and procedures for the Orlando EMA in accordance to HRSA guidelines and other Federal, State and local regulations that are applicable to these practices.

Performs other related duties as assigned.

Minimum Qualifications Bachelor's degree from an accredited institution in Public Health, Social Work, Public Administration, Health Sciences, Biology or a closely related field and three years of experience in planning, research or evaluation for a public or mental health department or agency or an equivalent combination of education and experience.

Salary Information

Pay Grade: 019 – From $33.73 to $43.86 per hour

FLSA Status: Exempt
