for the position of
Environmental Health Specialist II/III . This position performs a variety of professional duties to protect public health through inspection, education, and enforcement in areas such as food safety, water quality, hazardous materials, solid waste, and wastewater disposal. Works under general supervision (Specialist I/II) or direction (Specialist III), ensuring compliance with federal, state, and local health regulations. The Kings County Public Health Department is currently seeking qualified individuals for the position of: Environmental Health Specialist II : $29.60 - $36.13 Hourly; $61,568.00 - $75,150.40 Annually Environmental Health Specialist III : $32.69 - $39.91 Hourly; $67,995.20 - $83,012.80 Annually Future vacancies for this position may be filled from the eligible list to be established. Responsibilities
Under general supervision (Environmental Health Specialist I and II) or direction (Environmental Health Specialist III), perform professional work involved in the inspection and enforcement of various environmental health program areas including, but not limited to: consumer protection, hazardous materials, environmental quality, emergency response, drinking water sanitation, solid waste disposal, wastewater disposal, land use, and vector control; interpret, implement, and enforce federal, state, and local codes as they pertain to environmental health programs; provide education, technical consultations and assistance; and perform related duties as assigned. Regulation and enforcement of environmental health safety laws, rules, and regulations; interpret the more specialized environmental health regulations, rules, and policies related to environmental health program areas. Inspect retail food establishments, public swimming pools and spas, water systems and medical waste facilities for compliance with applicable health codes; visually inspect for conformance with codes and regulations; collect required food and water samples; follow up on complaints; write and issue violation notices. Conduct housing, detention facilities, and school inspections and issue corrective action and violation notices. Provide educational information to property and business owners, employees, and the public on environmental health regulations and safety; instruct food service workers on proper handling of food. Perform plan review and approval of food facilities, body art facilities, commercial swimming pool facilities, septic systems, and water wells. Compile data for and prepare comprehensive reports related to inspections, investigations, and studies completed. Provide general information to the regulated community and public regarding department policies, procedures, and regulations; receive and respond to inquiries, requests for assistance, concerns, and complaints from the public regarding division activities and programs. Confer with officials of other public agencies and private sector representatives. Participate in community education and public information efforts. Maintain files, databases, and records related to citations and violations; prepare a variety of written reports, memoranda, and correspondence. Provide training to less experienced staff and volunteers as assigned. Perform related duties as assigned. Class characteristics
The interactive descriptions below reflect the two levels in the Environmental Health Specialist series: Environmental Health Specialist II : This is the first working level registered classification. Requires a Registered Environmental Health Specialist certification. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review lessen as the incumbent demonstrates skill to perform work independently. Incumbents at this level usually perform most duties of the III level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment. Work is supervised while in progress and fits an established structure or pattern. Environmental Health Specialist III : This is the full journey-level registered classification. Requires a Registered Environmental Health Specialist certification and specializes in the full range of environmental inspection and enforcement duties, working independently and exercising judgment. Occasional instruction is given for new or unusual situations. This class is distinguished from the Senior Environmental Health Specialist by the latter being more advanced and providing training to lower-level staff. Positions II-level are typically advanced to III-level with certification and experience; III-level positions are filled by advancement from II-level. Management reserves the right to add, modify, change, or rescind work assignments and to make reasonable accommodations so that qualified employees can perform essential functions. Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in biological or physical sciences, environmental health science, or a closely related field, including 30 semester units, or equivalent, of basic science. One (1) year of increasingly responsible experience performing duties at a level equivalent to Environmental Health Specialist I with Kings County. Environmental Health Specialist III:
Two (2) years of increasingly responsible experience performing duties at a level equivalent to Environmental Health Specialist II with Kings County. Licenses and Certifications
Licenses: Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment. Certifications: Environmental Health Specialist II/III: Possession of a valid California Department of Health Services certificate of registration as an Environmental Health Specialist to be maintained throughout employment. Qualify for security clearance through a background investigation and fingerprint check.
