Health Program Assistant 2 (HPA2)
The State of Connecticut, Department of Social Services (DSS) is seeking a full‑time, hybrid Health Program Assistant 2 to work in Hartford, CT. This role supports a Medicare and Medicaid Innovation project focused on Sickle Cell Disease cell and gene therapy access.
Position Highlights
Location: 55 Farmington Ave, Hartford, CT
Full‑time | Hybrid | 40 hours per week
Monday – Friday, 8:00 am – 4:30 pm
In Your Role
Assist in the preparation of sections of state health plans or special federal or state program plans;
Gather fiscal, programmatic, census and other data; analyze and interpret complex calculations;
Review program grant requests and monitor fiscal and programmatic performance of grants using agency regulations and guidelines;
Conduct site visits to monitor programs when necessary;
Assist in preparing program objectives and evaluating program results;
Prepare information for public distribution;
Serve as liaison with community health network partners and federal reporting systems;
Support development and updating of project work plans and performance measures.

Minimum Qualifications
Six (6) years of professional experience in a health organization.
At least one (1) year of that experience in health‑care program administration, health‑systems agency, or health‑care organization covering grant management, program planning, or program consultation.
College training may substitute for general experience: fifteen (15) semester hours equate to one half (½) year of experience, maximum of four (4) years for a bachelor’s degree.
A master’s degree in a related field may substitute for one (1) additional year of experience.
For state employees, one (1) year as a Health Program Assistant 1 may substitute for the general and special experience.
Preferred Qualifications
Experience with federal grant management, including familiarity with GrantSolutions and CMS/HRSA/CDC reporting;
Experience administering contracts with healthcare or community‑based organizations, monitoring vendor compliance;
Experience developing detailed project work plans with milestones and deliverables;
Experience preparing program and financial reports for quarterly or semi‑annual federal submissions;
Experience establishing collaborative relationships across state, healthcare, and community partners.
