Senior Preconstruction Estimator / Quantity Surveyor - Data Center Construction

Turner & Townsend is seeking an experienced Senior Preconstruction Estimator / Quantity Surveyor to manage estimating, benchmarking and commercial management services on a global technology client’s data center construction program. To be successful in this position you must have excellent communication skills and be comfortable operating in a client-facing role. Responsibilities: Take a lead role in managing key relationships with the client, stakeholders and other consultants. Develop cost plans and project capital estimates through the design phase, delivering updated cost plans at appropriate design milestones. Prepare cost reports and estimate packages, and regularly present to stakeholders. Provide commercial input to design optioneering and contribute to value engineering exercises. Manage cost checks and carry out valuations on larger projects; complete timely, accurate cost checking and valuation processes. Provide estimate and cost planning including producing and presenting the final cost plan with the client, general contractor, and project team. Review contractor and subcontractor pricing and lead negotiations on behalf of the client to drive fair contract prices. Monitor margin levels and monthly fee/resource forecasts across commissions. Lead the commercial review of the competitive bid process for major trades. Integrate benchmarking to ensure accurate data capture. Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update. Prepare written comments on the general contractor’s submissions (including executive summary) and coordinate all cost information for discussions with suppliers and designs from A/Es and other sources. Inform and influence engineering priorities based on cost impact. Work proactively with minimal supervision to resolve scheduling issues. Knowledge management – ensure key information and learning from each commission is inputted into internal databases and shared. Process improvement – identify and act on ways to improve internal systems and processes. Lead proposals for new work or variations for existing projects. Attend relevant networking events and other promotional opportunities. Staff management – contribute to formal management of staff and recruitment processes. Financial management – use provided tools to track ongoing margin levels and monthly fee/resource forecasts for each commission. Review and participate with the design services team and general contractor in the development of cost estimates. Reconcile changes during planning and assist the general contractor to ensure data accuracy. Quality control – ensure compliance with quality standards and participate in ISO audits. Line management responsibilities are effectively discharged. Identify and act on business development opportunities with existing and new clients, including cross-selling. SOX control responsibilities may apply where relevant. Education / Experience: College or postgraduate degree in Quantity Surveying, Construction Management, Engineering, or a related technical field. Experience managing others on a Cost Management team, ensuring delivery of responsibilities. Demonstrated experience on large, mission-critical projects such as Data Centers, High Tech, Manufacturing or industrial facilities. Understanding of unit costs and factors affecting construction cost. Experience working on Request for Proposal responses (RFPs). Excellent communicator and thrives in a client-facing role. MEP estimating experience within the construction industry is beneficial. Our inspired people share our vision and mission.
