This position is accountable for the department’s regulated substances investigation and remediation program and the department’s environmental management system (EMS) program for regulated substances. The role provides leadership and technical guidance to the Geologic and Waste Assessment Unit staff, central bureaus, districts and other divisions and offices of the Illinois Department of Transportation (IDOT). The position directs Phase I and II regulated substances investigation activities and environmental compliance efforts to reduce chemical waste and support pollution prevention. Responsibilities

Directs the University of Illinois’ Preliminary Environmental Site Assessments (PESA) program with the Illinois State Geological Survey (ISGS). Directs the statewide Phase II consultants and associated contractors. Develops and maintains a process for investigating and evaluating the presence of regulated substances and for clearing projects for further transportation development. Directs development and execution of the department's Environmental Management System (EMS) for regulated substances in coordination with affected offices and bureaus, including central and district operations and Office of Chief Counsel as necessary, as directed by departmental policy D&E-30 and OPER-04. Provides technical expertise related to regulated substances. Meets with regulatory agencies (e.g., IEPA, USEPA, OSFM) to resolve project issues and stay abreast of regulations related to regulated substances. Serves on ad hoc committees/task forces and technical advisory groups to advance major projects and provides technical details as requested. Promotes professional development of Geologic and Waste Assessment Unit staff through training, evaluation, and motivation. Performs duties in compliance with departmental safety rules and ensures fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications

Completion of a bachelor’s degree in geology, hydrogeology, geophysics, geoscience, geomorphology, environmental geology, geological engineering, earth science, biology, chemistry, geochemistry, physics, soil science, environmental science, environmental policy, or a related field PLUS four years of experience with state and federal laws and regulations pertaining to regulated substances and environmental compliance; OR twelve years of experience with state and federal laws and regulations pertaining to regulated substances and environmental compliance. Two years of supervisory experience. Preferred Qualifications

Ability to develop, execute, and evaluate programs and projects including managing contracts. Knowledge of the legal implications of contamination on transportation development. Experience with records and data management. Effective oral and written communication and presentation skills. Conditions of Employment

Valid driver’s license. Statewide and occasional out-of-state travel with overnight stays. Successful completion of a background screening. OSHA 40-hour HAZWOPER training certificate, per 29 CFR 1910.120 or within 6 months of hire date. Certain revolving door restrictions apply under 5 ILCS 430/5-45; if offered non-State employment during/within one year after State employment, must notify OEIG prior to accepting non-State employment or face a fine.
