22 Salary Range: $68,778-$110,732 FLSA: Exempt Purpose of Classification The purpose of this classification is to execute all phases of multi-faceted construction, maintenance, or rehabilitation projects for County infrastructure and facilities, from inception to completion, including programming, planning, design, bidding, contract award, and construction. Essential Functions Develops project plans and teams; manages critical path tasks; sets and meets project goals; manages contingency plans and change control to ensure schedule and budget adherence. Provides technical advice to consultants, contractors, engineers, County officials, and the public regarding procedures, regulations, and standards. Supervises and directs work of consultants, contractors, and crews; monitors work progress; inspects work to ensure compliance with contracts and quality standards. Acts as project liaison to the public, property owners, media, other agencies, and County departments; manages public relations, feedback, and informational materials. Represents the project internally; reviews project status; facilitates communication; resolves conflicts; prepares reports and presentations for officials. Manages administrative aspects including budgeting, scheduling, procurement, inspections, and regulatory compliance. Coordinates project programming, including needs assessment, input solicitation, cost estimation, and design approval. Prepares RFPs, conducts bidding, negotiates contracts, and recommends vendor selections. Oversees design and construction phases; attends progress meetings; resolves issues; approves change orders; inspects work; coordinates project acceptance. Prepares and reviews engineering plans, specifications, and studies; verifies compliance and makes improvement recommendations. Minimum Qualifications Bachelor’s degree in Engineering, Construction Management, or related field, plus five years of responsible civil engineering or construction management experience, or equivalent education and experience. Licenses/Certifications : None required.
