Working under the general supervision of the Manager Head of Rates, Regulatory and FP&A, the Senior Regulatory Affairs Analyst has a primary focus in data gathering and reporting to the Public Utility Commission of Texas (PUCT) to support the business including financial and operational activities. Work also includes responding to special data inquiries and monitoring ongoing legislative activities for purposes of broader regulatory compliance. Works cooperatively with the Regulatory department and some coordination with Engineering, Operation, Accounting, Conservation and Customer Service departments.
Responsibilities
Provide expertise and reports during PUCT rate case and rulemaking proceedings including open meeting summaries, requests for information (RFIs), testimony preparation.
Prepare internal memos summarizing legislative and regulatory guidelines.
May represent the Company with PUCT and TCEQ staff on matters related to filings and applications.
Provide support and analysis for acquisitions.
Build and maintain communications and trust-based relationships with state and local elected officials, business leaders, water industry colleagues, environmental organizations, other stakeholders, and government decision makers.
Draft written testimony for regulatory proceedings.
Review and support legal contracts.
Track other market participants pertinent filings and provide summaries and other key information to the organization.
Prepare and monitor regulatory applications and filings primarily for the Public Utility Commission of Texas such as pass-through charge filings, CCN filings, annual reports, and Sale, Transfer, Merger applications.
Monitor state legislation and Utility Commission dockets for rule changes impacting financial, operational or customer service practices.
Prepare annual reports for PUCT.
Actively monitor and provide TCEQ summaries, when applicable.
Support Records Management – Information Governance.
Work on special projects as assigned.
Knowledge, Skills & Abilities
Knowledge or learn utility rate-making methodologies and regulatory requirements.
Ability to utilize current applications including Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
Ability to prepare internal memorandums and analysis reports from various data sources.
Knowledge or ability to learn the processes and filings required by the PUCT.
Ability to multitask while staying attentive to details and changing priorities.
Excellent written and oral communication skills.
Ability to work under deadlines.
Develop and prepare clear and compelling written materials.
Education & Experience
A Bachelor’s degree or equivalent in public administration, economics, business administration, political science or a relevant field required.
MBA Or MA Or Equivalent Experience Preferred.
Experience in the regulated water or electric utility industry.
Other Requirements
Must possess a valid Texas driver’s license and have a satisfactory driving record. Occasional regional travel to Austin or potential acquisition sites. Normal office physical activity required while utilizing standard office machines. The employee must occasionally lift and/or move up to 25 pounds.
