# Accountant – Program Manager**Job Title:****Job Category:****Job Type:****Job Location:****Report To:**This position is responsible for payrolls, budget development, expenditure control, monitoring of specific grant awards, and collection of receivables. Perform accounting, auditing and fiscal analysis duties involved in the preparation, maintenance, analysis, and verification of the agency’s fiscal records, monthly financial statements, cash flow analysis, monthly reconciliations, and reports to various federal and state agencies and funding sources. Supervise vendor payments, payroll, and payroll reporting. Prepare and implement accounting procedures in accordance with GAAP to ensure accountability. Serve as a resource for interpretation of federal, state, and local laws, codes and regulations, especially related to funding terms and conditions.**Please read position announcement and job description for more information.**

Bachelor’s degree in Business Administration with emphasis in accounting
Four years of increasingly responsible experience in the maintenance of fiscal records requiring knowledge of accounting, non-profit or governmental accounting preferred.
Demonstrated success in supervising and evaluating staff.
Experience in budget development and control.**ACCOUNTING/PROGRAM DUTIES:**
Budget development, expenditure, budget projections, control, and monitoring of assigned programs.
Select, direct, supervise, train and evaluate subordinates and interns.
Manage coordination of Agency’s payroll function, inclusive of payroll reporting, benefits reconciliations and eligibilities.
Proper coding and posting of all payroll and payroll related items.
Oversees all payroll and tax reporting.
Reviews and authorizes expenditures.
Interpret and explain fiscal policies and procedures.
Maintains and reconciles a variety of general ledgers, reports, and account records and subsystems, such as, cash accounts payable, accounts receivable, payroll, and fixed assets.
Preparation of expenditure reports to the funding sources.
Responsible for all 1094/1095/1099/W-2/ACA reporting at year-end.
Reviews accrual of sick, vacation, and administrative leave/management time.
Preparation of monthly financial statements, cash flow analysis, schedules, and other complex and comprehensive financial reports.
Researches and analyzes transactions for allowability, cost allocation, and reasonableness and classification of expenditures and verifying availability of funds.
In-service training for new employees.
Provides, maintains, and monitors purchase orders and accounts payable system.
Provides information as required by monitoring agencies for all fiscal audits and reviews. Correct audit exceptions or disallowances.
Maintains system to monitor attendance at child development centers.
Responsible for flexible benefits spending and retirement plan annual accounting.
Maintains Fixed Asset Inventory and property records, including depreciation.---*Appointment will be contingent upon passing a pre-employment alcohol and drug screen, fingerprint clearance, and reference checks, pre-employment physical, immunization requirement, and TB test is required for Head Start funded positions.*### **Mattie Mendez***Executive Director*Mattie Mendez assumed the position of Executive Director for CAPMC in August of 2011. Prior to that, she served as the Head Start Director for Community Action Partnership of Madera County, Inc. since 2005 and in other capacities within the agency since 1994. As Executive Director, Mattie is responsible for overseeing an annual operating budget of approximately $27,000,000 and provides direction to a staff of 330 employees.Mattie received her Bachelors of Arts degree from California State University Fresno in 2005. Mattie also has extensive experience in board and staff development, personnel management, fiscal management, policy and program development, contract compliance, public relations, strategic planning, legislative advocacy, resource attraction, and planning/research.### **Leticia Murillo***Child Care Alternative Payment and Resource & Referral Program Manager*Leticia Murillo has been with CAPMC for over 10 years. She began as a Data Entry Technician for Head Start in 2005. She transferred to the Child Care Alternative Payment and Resource & Referral Program in 2006 as a Family Services Associate, to help families obtain subsidized child care. From this position she was promoted to Family Services Associate III, where she performed in-house audits on case files, prepared for state review of the program and provided on-going training and support to staff.Due to her skills, Leticia was given the opportunity to participate in the Leadership Development Program – Succession Planning, to prepare for an organizational change in senior or key leadership positions.
In 2016 Leticia was promoted to Child Care Alternative Payment and Resource & Referral Program Manager. She now oversees the entire subsidized child care and resources & referral programs.Leticia earned her Bachelor’s Degree in Business Administration from National University, Fresno, CA.
She enjoys spending time with her children and family and believes that life is a gift that we must enjoy.### **Ana Gudino***Community Services Program Manager*Ana Gudino graduated from California State University, Fresno, with a bachelor’s degree in social work in 2014. During her final year at CSUF, she completed her internship at Community Action Partnership of Madera County (CAPMC). Upon graduation, she joined CAPMC as a Customer Assistance Technician. After four years in that role, Ana Gudino was promoted to LIHEAP Coordinator. In April 2022, following the departure of the previous Program Manager, she applied for and was appointed as the new Community Services Program Manager. As of June 2024, Ana Gudino will have been with CAPMC for 10 years. Outside of work, she enjoys spending quality time with her family.### **Jennifer Coronado***Victim Services Program Manager*Jennifer has been working in the field of victimology for over fifteen years. Her journey began at CAPMC-Victim Services in 2008, where she started as an intern/volunteer on the 24-hour crisis line. In 2011, with her education completed she was hired as an Advocate III with the Victim Witness program. In 2016, she advanced to Specialty Advocate, specializing in sexual assault cases. Recognized for her leadership and contributions, Jennifer was appointed Program Manager of Victim Services in 2021.Jennifer holds a Bachelor of Science degree in Criminology with a specialization in Victimology from California State University, Fresno, where she also completed her master’s degree in criminology in 2011.
