. Position Description
The State Policy Manager will secure era-defining changes to state policy on cutting-edge environmental issues. This position will work within the policy and legal team to shape conservation policy in favor of innovative, market-oriented solutions by developing and executing effective strategies to advance state policy proposals through direct engagement of policymakers and partners. This is a fast‑paced role best suited for an ambitious, driven individual who will navigate the state political process from idea initiation to implementation. This position will be responsible for identifying and executing on state policy opportunities to advance PERC ideas across multiple states, sharing PERC research with state legislators, agency personnel, and public officials, crafting testimony for state legislatures, submitting public comments, building coalitions, and hosting events to share policy ideas. The state policy manager will work closely with and report directly to the Associate Vice President of Policy. Responsibilities/Activities of the Job
Work with the PERC Law and Policy team to set and implement a strategy for impactful state‑policy change Identify opportunities to advance PERC ideas in states through legislative and regulatory improvements Strategically deploy resources, including: multistate campaigns, model legislation, partners and coalitions, financial grants, contractors, events, and conferences State Government Relations (35%) Advance PERC priorities through state legislative and regulatory processes Cultivate relationships with state government decision‑makers Effectively communicate PERC’s ideas to state policymakers through email, phone, in‑person meetings, and events Identify relevant state policymakers and policy advocates to issues PERC is advancing in support of the greater policy and legal team Produce background information and memos to brief the broader PERC team on policy priorities Coalitions and Partnerships (20%) Identify and build coalitions with relevant stakeholder groups to advance conservation efforts on state policy ideas Represent PERC and its policy positions at virtual and in‑person events, meetings, and workshops to build relationships and coalitions Policy‑Oriented Research (20%) Tracking breaking state policy developments on targeted issues and communicating to relevant PERC staff Informative research & data collection: gathering background information and collecting data on the policy topics Watch or attend legislative hearings to inform policy team and broader research initiatives Work with PERC research team to summarize policy proposals for external audiences Additional Internal Collaboration (5%) Collaborate with cross‑functional teams to ensure successful webinars, events, and fundraising efforts as needed Other related duties as assigned Qualifications
4‑6 years relevant experience in government offices, government affairs roles with advocacy organizations, or work with conservation policy Exceptional verbal and written communication skills Experience tracking legislative and agency developments Proven proactive listening skills and ability to take direction Ability to take initiative Proven track record of building and maintaining effective relationships and partnerships Proven strategic thinking Experience navigating the political process and achieving policy change in a nonpartisan manner Self‑motivated Strong time management skills and ability to take an organized approach to work Must have a valid driver’s license Desired Skills
Experience working in or with government at a state level Experience managing external contractors Experience running multistate policy campaigns Familiarity with POLITICO Pro, Fast Democracy, or similar tracking platforms Familiarity with Salesforce Travel Requirements
Must be willing and able to travel up to 20% of the time by car and airplane Working Conditions
Business office environment with moderate noise Travel by car or plane Will sit or stand at a desk Work on a computer, use a telephone, and other general office equipment Lift and carry up to 25 pounds Location
