Position Overview Join us in supporting the development, advancement, and sustainment of weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be part of a team with expertise and an in‑depth understanding of ground, near‑space, and space environments, meeting current and projected strategic, operational, and tactical needs of the Department of Defense (DoD). QinetiQ, a mission‑led innovation company, works with the USSF and DoD to design, develop, field, and maintain requirements essential to national security and warfighter survivability.

Senior Military Operations Analyst – Canadian MUOS FMS Case We seek a Senior Military Operations Analyst to provide expert support for the Canadian MUOS Foreign Military Sales (FMS) case. The role involves evaluating Canadian defense and communications environments, advising on intelligence‑driven mitigations for narrowband satellite communications (SATCOM), and managing operational and technical aspects of the FMS case.

Responsibilities

Serve as direct liaison between U.S. Military Departments, Joint Staff, DISA, OSD, Canadian Department of Defence, and SATCOM users to facilitate FMS Case Officer support activities.

Maintain and support the sustainment of MUOS Canadian FMS Case policy, processes, and procedures, as well as the concept of operations for implementation.

Develop, prepare, deliver, and present reports and briefing materials for recurring and ad hoc meetings and annual training events.

Enable and support Canadian Forces’ access to Tactical Narrowband SATCOM capabilities, ensuring Canadian users can communicate over MUOS.

Prepare and deliver document reviews, technical papers, point papers, EXSUMs, written summations, one‑pager briefs, weekly activity reports, and significant activity reports.

Assist with preparation of billing statements, funding actions, and international partner budget forecasts using multiple accounting systems.

Coordinate training activities, TDY requirements, facility upgrades, security activities, situational awareness tools, certification activities, and testing activities in support of the Canadian MUOS FMS agreement.

Develop and update training requirements and materials to support Canadian Forces training for MUOS utilization.

Required Qualifications

Bachelor’s Degree.

Active TS/SCI clearance.

12 years of military or DoD SATCOM experience, including 5 years providing MILSATCOM support to theater commanders/USSPACECOM operations, ensuring mission‑critical SATCOM delivery to strategic and tactical forces across geographic COCOMs.

Prior experience supporting FMS case management, particularly with tactical narrowband SATCOM systems.

Experience supporting FMS case operations, bilateral defense agreements, interagency coordination, budget forecasting, training coordination, and tactical SATCOM operations.

Experience liaising between U.S. Military Departments, Joint Staff, DISA, international defense partners (Canadian DND preferred), and OSD in support of SATCOM programs or FMS cases.

5 years’ experience preparing executive‑level briefings, technical papers, and policy documentation for senior military leadership, especially international stakeholders.

Knowledge of MUOS architecture and operations and narrowband SATCOM systems.

Excellent project management and organizational skills.

Ability to identify and solve problems.

Preferred Qualifications

Current experience supporting FMS case management with a preference for tactical narrow‑band SATCOM systems.

Experience supporting FMS case operations, bilateral defense agreements, inter‑agency coordination, budget forecasting, training coordination, and tactical SATCOM operations.

Experience supporting Narrowband Working Group (NBWG) or similar forums.
