Program Security Manager - NISSC - COS – Amentum

Overview: The Program Security Manager supports NORAD on the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II). The Manager will implement and oversee the industrial security program, ensuring compliance with DoD and agency security regulations.
Description of Duties
Implement the industrial security program and ensure company & customer security requirements are met.
Interface with all levels of Amentum and government personnel to ensure contract security compliance with 32 CFR § 117, NISS, NISPOM, DCSA Assessment and Authorization Process Manual, DD 254, and Program Classification Guides.
Initiate, review, and process Personnel Security Clearances and periodic re-investigations.
Lead self‑inspections and participate in government telephonic and in‑person reviews and inspections; produce reports, POA&M, policies, training, and assessments, maintaining data compliance in DISS.
Maintain security program compliance including managing NISS facility profiles, submitting changed‑conditions packages, and FCL sponsorship packages.
Make critical security decisions and implement procedures to prevent unauthorized access to facilities or information.
Provide guidance to employees and recommend modifications to operations policies.
Support research and technical tasks for projects, monitor schedules, and deliver documentation.
Operate as a team player, exhibiting flexibility, organization, and strong interpersonal skills.
Act as COMSEC custodian; manage COMSEC duties under NSA/CSS Policy Manual 3‑16.
Oversee 3 employees in the security department and demonstrate leadership, mentoring, and coaching.
Provide excellent customer service and contribute actively to mission success.
Work independently, juggle competing workloads, and adapt to changing priorities with urgency.
Be available to respond to alarms after standard work hours and support off‑hour operations as needed.
Basic Requirements
Active TS/SCI eligibility.
9+ years general work experience.
8+ years related experience.
4+ years managing/leading people or projects.
BA degree with 5‑6 years relevant experience (additional experience may substitute degree).
Completed Facility Security Officer training in STEPP with certificate for Possessing Facilities.
Experience as an FSO for the DOD or another agency.
Working knowledge of NISPOM, ICD, and DoD security guidance.
Coordinate with oversight agencies for inspections/audits of security programs.
Interpret and apply company and government security policies.
Knowledge of SF‑86, SF‑312, DD‑254/sub‑DD 254s, SF 700, SF 702, and other required forms.
Experience with Insider Threat Programs.
Understanding of Physical Security requirements for Open Storage and Restricted Areas.
Facilitate customer inspections, guard force oversight, access control, and safe/door combination management.
Conduct security briefings, debriefings, indoctrinations, and travel briefings.
Develop effective security awareness, training, and education programs.
Work in a changing regulatory environment with short‑, mid‑, and long‑term rectification timelines.
Computer literacy: Microsoft Suite (Word, Excel, Outlook, Access).
Experience with Sensitive Compartmented Information Facility (SCIF).
Desired Requirements
Self‑motivated, can work independently or in a team with minimal direction.
Attention to detail and high accuracy.
Industrial Security Professional (ISP) certification.
Experience with courier preparation procedures.
Development and implementation of OPSEC plans.
Knowledge of Access Control and Intrusion Detection Systems.
Conduct security incident inquiries and write investigation reports.
Experience on DoD contracts and in military/defense contractor environments.
Compensation $130,000–$160,000 annually, dependent on experience, education, and related certifications.
