The City of Farmington
ESSENTIAL DUTIES
Responsible for the safe and efficient operation of the airport within the authority vested through the City of Farmington and in accordance with FAA Part 139 and 49 CFR 1542 regulations. Coordinates between ARFF, ATC and Airport Maintenance for all airport emergencies. Determines necessity of closing airport; confirms with City Manager and/or Assistant City Manager and contacts the FAA. Negotiates and leases airport space on behalf of the City of Farmington. Responsible for collection of monthly boarding lists from tenant airlines; monthly lease payments from rental car tenants, restaurant, and other tenants. Prepares recommendations and specifications for airport purchasing and capital improvement projects; coordinates any construction work with other City personnel, contractors, airport tenants and the public. Reviews and makes changes, as necessary, to Airport Certification Manual, Airport Emergency Plan and Airport Security Plan. Responsible for handling airport related noise complaints on behalf of the City of Farmington.
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
Extensive background checks required.
Bachelor’s Degree in Airport Management or a related field combined with two (2) years experience at a FAR Part 139 certificated airport in operations and administration required.
Valid New Mexico driver’s license with acceptable driving record for the past three years or state of current residency.
Must be able to pass a background investigation in accordance with FAR Part 107.
Knowledge of FAA radio transmission, procedures and protocol.
Knowledge of FAR Part 139 regulations and City Code requirements sufficient to operate an airport in a safe and lawful manner; knowledge of airport operations sufficient to move onto and around the active airfield.
Knowledge of FAR Part 107 Airport Security Regulations.
Knowledge of Airport Certification Manual and Airport Emergency Plan.
Knowledge of airport construction and maintenance procedures sufficient to coordinate any contractors or other City employees.
Knowledge of accounting sufficient to prepare annual airport budget.
Knowledge of grammar and spelling sufficient to prepare grant requests.
Accredited Airport Executive (AAE) certification preferred.
Pilot's license desirable.
Must reside within 15 mile radius of airport, measured from intersection of runway center line.
Required occasional heavy lifting of up to 50 pounds.
Ability to operate and train others in use of airport maintenance equipment (including snow plow) in absence of airport maintenance personnel.
Ability to deal courteously and effectively with airport tenants and all members of the public; ability to supervise airport maintenance personnel.
Ability to coordinate projects involving other City of Farmington personnel, contractors, airport tenants, and the public.
