Job Overview Crosby Plumbing, Inc. is seeking a knowledgeable and detail-oriented Labor Compliance Specialist to oversee labor compliance for our public works construction projects across Southern California. This role is critical in ensuring that all certified payroll, prevailing wage, and state/federal labor requirements are met and documented accurately. The ideal candidate will be proactive, highly organized, and experienced in the nuances of public contract labor compliance.

Key Responsibilities
Ensure full compliance with prevailing wage laws, DIR regulations, and applicable labor standards
Prepare, review, and submit certified payroll reports for all public projects
Track subcontractor compliance, including DIR registration and wage classifications
Coordinate with internal teams and subcontractors to collect and validate labor documentation
Monitor apprentice ratios and labor classifications for accuracy
Maintain organized compliance records for audits and public agency requests
Respond to agency audits, inquiries, and violation notices
Use compliance platforms such as LCPtracker, Elation, or similar systems
Educate staff and subcontractors on labor compliance procedures and changes in regulation
Stay informed on state and federal updates regarding labor laws and public contracting
Qualifications
Minimum 2 years of experience in labor compliance, certified payroll, or construction administration for public works
Familiarity with DIR, California prevailing wage, and the Davis-Bacon Act
Experience using certified payroll systems (e.g., LCPtracker, Elation)
Highly detail-oriented with excellent organizational and documentation skills
Strong communication skills with the ability to explain compliance concepts to diverse audiences
Proficiency in Microsoft Excel and digital document platforms
Bilingual in English and Spanish preferred
