The Finance Director reports to the City Administrator and provides leadership, direction, and business decision support regarding the financial and operational performance of the City of Riverside. This position supervises an Accounts Payable/Payroll Clerk. Primary responsibilities include budgeting, accounting and financial management, reporting and auditing, financial planning, investment and debt management, compliance, and employee supervision.
Financial Management
Oversee all finance services and day-to-day activities of the Finance department including accounts payable & receivable, payroll, fixed assets, budget management, investments and cash management. Responsible for assigning and evaluating the daily work activities of the Finance department.
Ensure that all financial, accounting, and administrative functions within the City of Riverside organization are performed according to and comply with the highest professional and accounting standards, as well as local, state and federal laws and regulations.
Responsible for all accounting transactions, including but not limited to general ledger and accounts payable, to ensure conformity with generally accepted accounting principles (GAAP) and formulates policies and procedures to provide improved operational controls.
Responsible for coordinating the Tax Increment Financing (TIF) Service Fund ensuring all entries, adjustments and records comply with Generally Accepted Accounting Principles (GAAP).
Responsible for the development, modification, implementation and maintenance of an automated financial tracking and recordkeeping system to improve efficiency of the Finance department.
Budgeting
Plan, organize, and supervise the development of the City's operating and capital budget process, including, but not limited to: annual budget information, documentation, legal budgetary filings, strategic budgetary and financial plans as directed by the Governing Body.
Ensure that the City is supported with accurate, efficient, effective and productive tools, systems and processes for effective business planning, operational reporting, budgeting and analysis.
Ensure that the City is prepared for budget processes & periodic audits and that financial records provide a fully transparent and accurate accounting of all funds received and disbursed on behalf of the City.
Reporting and Auditing
Oversee the preparation of financial reports, coordinate annual audits, and ensure compliance with government accounting principles and regulations.
Manage the City’s annual financial report, including the preparation of materials and documentation for the external auditors and the preparation of the Annual Comprehensive Financial Report (ACFR). Ensures Annual Comprehensive Financial Report meets the standards set out by the Government Finance Officers Association and conforms to Generally Accepted Accounting Procedures.
Develop and prepare standard and customized reports, including summaries of balances, cost information and other reports; assists with processing fiscal period opening/closing transactions; prepares complex documents including but not limited to financial statements, annual department budget.
Responsible for reviewing and overseeing the annual audit conducted by the City’s independent outside auditors.
Ensure the City’s leadership, including the Mayor and Board of Aldermen is supported with timely and accurate planning, accounting, and reporting of financial and operational outcomes.
Strategic Planning
Oversee the development and implementation of goals, objectives, policies, and priorities for the finance department. Monitor and evaluate the quality, responsiveness, efficiency, and effectiveness of the department’s programs and services.
Responsible for the oversight and coordination of the strategic City’s Capital Improvement Plan, long-range forecasting and investment opportunities.
Analyze, synthesize and communicate complex data, financial data, and related issues in an accurate, objective and straightforward manner. Demonstrate a strong financial acumen.
Solve problems, develop solutions, and make critical decisions supported by substantial analysis and critical data-based decision making.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommends within department policy, appropriate changes.
Investment and Debt Management
Manage the investment of city funds and oversee debt administration and bond financing programs. Ensure risks and issues which may affect the financial health of the organization are identified, addressed, and remedied.
Promote, secure and preserve the financial and property interest of the City through the effective development and management of financial tools, reporting, and decision support.
Compliance
Ensure all financial activities comply with local, state, and federal laws and regulations, as well as all organization policies and procedures.
Review and evaluate accounting records and fiscal activities to ensure accuracy and compliance with accounting/legal requirements; identifies issues, trends and patterns; analyzes and explains variances and reports on irregularities; and prepares documentation for revenue estimating.
Review existing revenue sources, performance agreements, and purchasing contracts to ensure compliance with specified agreements and policies.
Stay abreast of new trends and innovations in the field of government financing including but not limited to state and legal mandates on accounting trends, general ledger, and accounts payable.
Supervision and Leadership
Responsible for the hiring, training and development of the finance department personnel.
Provide supervision, coaching, and leadership to subordinate staff. Foster an environment that empowers staff to achieve performance goals, pursue professional development and recognizes excellence. \ Lead by example and communicate expectations in an effective, respectful manner. Conduct employee performance appraisals, provide development opportunities and performance improvement needs, and handle disciplinary actions.
Effectively manage conflict, promote change and growth, and inspire high standards of performance.
Demonstrate a high degree of professionalism and effective interpersonal skills at all times. Establish and maintain positive, effective working relationships with employees, co-workers, other City employees, community representatives, elected officials, property owners, contractors, developers, vendors, auditors and the general public.

Education/Training/Experience
Bachelor’s degree in Accounting, Finance, Business, or related fields is required.
Master’s degree in Business, Accounting, or Finance preferred, but not required.
Certified Public Finance Officer designation preferred, but not required.
Must have 5-10 years of progressively responsible experience in financial management, with public finance experience preferred.
Must have a minimum of 5 years of combined experience in accounting management, general ledger, accounts payable, and payroll management experience.
2-4 years of experience in a supervisory capacity highly preferred.
Must possess a valid driver’s license.
Must complete within 1 year of hire the FEMA NIMS IC 100, 200, 700, 800, 300, 400 certifications.
Competencies/Skills
Demonstrated success in a similar position, preferably in the public sector.
Extensive knowledge of municipal finance, accounting principles, and auditing procedures.
