Responsibilities The IDIQ Construction Manager (CM) is responsible for the overall management of projects awarded under Indefinite Delivery Indefinite Quantity (IDIQ) Service Orders. This position requires the ability to effectively plan, organize, and manage all aspects of the construction process, including scheduling, budgeting, quality control, safety, and project closeout. The CM will be proficient in subcontractor coordination, schedule management, and field execution. As a working lead, this position involves direct involvement in project tasks and requires hands‑on support for field projects and team coordination.

Key Responsibilities

Manage all aspects of construction projects awarded under IDIQ Service Orders, from initial planning to final closeout, ensuring efficient and timely delivery of project requirements

Develop and maintain project schedules, budgets, and quality control plans

Develop scopes of work, project estimates and project proposals

Ensure compliance with all contractual requirements, including safety and environmental regulations

Work closely with subcontractors to ensure timely completion of work and adherence to quality standards

Communicate regularly with the client to provide project status updates and ensure their satisfaction with project progress

Manage project change orders and scope changes to ensure they are properly documented and approved

Coordinate with internal teams, including engineering, procurement, and project controls, to ensure successful project execution

Conduct regular site inspections to ensure the work is being performed in accordance with plans and specifications

Manage project documentation, including submittals, RFIs, and daily reports

Participate in project meetings, including pre‑construction, progress, and close‑out meetings

Ensure project closeout procedures are followed, including completion of punch lists, final inspections, and turnover of project documentation to the client

Qualifications

Clearance Requirement:

Bachelor's degree in construction management, engineering, or related field preferred, but not required, with a minimum of 5 years of experience in construction management, with specific experience managing IDIQ Service Order projects

High School Diploma and 10+ years of experience

Experience developing construction cost estimates using RS Means or similar industry‑standard estimating tools.

Strong project management skills, including the ability to develop and maintain schedules and budgets

Excellent communication skills, including the ability to communicate effectively with clients, subcontractors, and internal teams

Ability to read and interpret construction plans and specifications

Strong experience in subcontractor and vendor management, including selection, coordination, and performance oversight.

Working with trade technicians and managers of different disciplines

Strong knowledge of construction practices, techniques, and materials

Facility Operations and/or Equipment Maintenance experience and familiarity with terms common mechanical and electrical industry terms.

Proficient in technical writing, creating formal requests, generating proposals, and supporting project documentation.

Proficient in Microsoft Office and project management software
