Public Information and Affairs Manager The County Executive Office seeks a seasoned, politically savvy communications professional with excellent judgment and leadership skills to lead the Communications team. The incumbent will serve County staff, elected officials, and the public, producing and responding to communications in a proactive, efficient manner. Core responsibilities include external and internal communications, standardization of operations, corporate branding, and strategic communication planning for major county initiatives.
Primary Responsibilities
Manage and supervise the Communications team, providing professional development, mentorship, and relationship building for team members and agency/public information officers.
Plan and coordinate public affairs projects, implement program resources, and ensure compliance with policies and standards.
Oversee administrative tasks, budget oversight, procurement, and HR needs for the team/section.
Collaborate on development and management of public information campaigns.
Maintain performance metrics, evaluate quality of execution, and implement solutions to emerging issues.
Maintain and create internal and external partnerships, update marketing and branding style guides, and train county PIOs on visual cohesion and brand unity.
Update, enhance, and expand corporate communications and PIO toolkits on IntraOC, providing guidance for communication planning, media relations, social media, and more.
Develop training processes for county website and social media management.
Ensure adherence to County communications policies and procedures.
Oversee the County’s Language Access Program.
Develop and oversee editorial content for County Connection Newsletter.
Provide general direction and instructions to managers and staff specialists regarding content.
Desirable Qualifications & Core Competencies Minimum 4 years of public affairs experience providing strategic communications direction and counsel to departments, executives, elected officials, and stakeholders, including 2 years of successful team leadership.
Technical Knowledge
Develop strategies and coordinate interaction with local, regional, state, and national television, radio, and print media.
Research, write, and edit articles, columns, op‑ed pieces, and website copy.
Assist in planning and conducting press conferences and media events.
Develop and implement an effective social media program across multiple platforms (Instagram, Facebook, X, YouTube, etc.).
Communications Skills
Compose and confidently interact with the public, executive management, and elected officials.
Plan, implement, and manage a communications program, including conceptualization and production of informational materials.
Build and maintain open, productive partnerships with internal and external stakeholders and community organizations.
Present ideas and complex material clearly, concisely, logically, and persuasively both orally and in writing.
Develop and implement media and communications training initiatives for department staff.
Leadership & Management
Work cooperatively with executive management to identify goals, priorities, and tactics.
Ensure clarity and consistency of messages across all communication channels.
Manage concurrent, multiple assignments in a fast‑paced environment.
Provide day‑to‑day supervision and guidance to direct reports.
Align organizational vision with County strategic goals and department objectives.
Planning & Organization
Determine necessary sequences of activities and efficient allocation of resources to achieve short‑ and long‑term goals.
Maintain high energy and commitment while juggling multiple tasks and priorities.
Exhibit cost consciousness and conserve departmental/County resources.
Coordinate with team members to meet competing demands and deliver timely results.
Problem Solving & Analysis
Make sound business decisions based on limited, complex, or contradictory information and ethical principles.
