Part-Time Senior Environmental Program Analyst

Responsibilities
Provide oversight and technical assistance to teams engaged in the preparation of Draft and Final Environmental Impact Statements (EIS), tiered and non‑tiered environmental assessments, and categorical exclusions.
Conduct subject matter reviews on 23 CFR 771, Section 7 of the Endangered Species Act, Section 4(f), and Section 106 of the National Historic Preservation, tiered environmental reviews, EISs and environmental assessments.
Coordinate and participate as requested in consultations with local transportation agencies, USFWS, FHWA, State Historic Preservation offices, and other federal agencies to encourage the development of programmatic agreements and/or joint agency reviews to streamline CDBG‑DR environmental reviews.
Develop consultation protocols to expedite environmental reviews while maintaining compliance with the federal Section 106 of the National Historic Preservation Act.
Provide NEPA, Environmental SME, and legal expertise and direction in the development, writing, and review of environmental documents and process.
Required Skills & Experience
BA Degree in Environmental Policy.
Minimum 20 years of experience in environmental review of federally‑funded transportation projects (FTA preferred), and in the interpretation and application of State and federal environmental laws.
Coursework and experience with:
Environmental Laws and regulations, including knowledge of recent CEQ guidance and an understanding of the impacts of Presidential EO on the environmental analysis projects under CDBG‑DR and FEMA FIRMS Training a plus.

Salary Range The projected hourly range for this position is $55.40 to $71.23. Depending upon other factors, i.e., skills, experience, location, market conditions, the range may vary slightly. These ranges are for Parsippany, NJ only.
