The Department of Parks & Recreation has the overall responsibility for planning, supervising, and coordinating all park/recreation facilities and services throughout Prince George’s County. The Facility Services Division (FSD) is the largest Division within this Department and is comprised of six major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Sustainability, Aquatics, Heavy Equipment/Roads and Grounds/Trails) and the Administration section. The mission of FSD is to provide professional, high-quality maintenance and maintenance support services for all parks and recreation facilities and to support the diverse work programs of the Parks & Recreation Department in Prince George’s County and its customers.

Assistant Division Chief Overview The Assistant Division Chief will be responsible for Landscape Horticulture throughout the County. The Greenhouse operation and Arboriculture sections will also be a direct responsibility of this position. As Assistant Chief, the individual will manage approximately 55 staff members with five (5) supervisory direct reports and will have budget oversight of $6 million dollars. The major budget responsibility will be to forecast upcoming projects with staff/equipment requirements and cost assessments. This individual will provide a wide variety of assistance to the Division Chief in planning, developing, and implementing a diverse and comprehensive program. Defines program goals and objectives and assists in defining overall Divisional objectives. Acts in absence of the Division Chief and keeps them informed of important matters.

The Greenhouse section is responsible for plants and flowers for all Commission facilities within Prince George’s County. The Greenhouse grows 50,000 spring and 40,000 fall annuals, 1,000 perennials, an increasing number of native plants, 1,600 poinsettias and supports a variety of special events and programs. General responsibilities to this section involve overseeing and supporting a team of seven (7) professional horticulturists/growers who effectively implement program activities.

Overall duties and responsibilities include: working with the section Landscape Supervisors and Urban Forester to ensure that they have the equipment, plant material and staff needed to complete their projects, coordinating staff hiring throughout the areas of responsibility; effectively handling employee relations issues and learning the appropriate Commission personnel guidelines to effectively administer human resources policy, as needed, as well as the ability to support your Coordinators by assisting them in troubleshooting staffing issues, as needed. This individual will set overall performance standards for your team and establish excellent working relationships with union employees/representatives.

Additionally, this individual will compile data for weekly reports/presentations, as needed, and become knowledgeable regarding all Commission purchasing guidelines to ensure that purchases within your area are accomplished in an appropriate and effective manner.

The ability to communicate effectively with senior managers, citizens, external agency representatives, vendors and staff is a must, along with the ability to train and instruct team members, as needed. Excellent supervisory skills are also required and experience within a Union environment strongly preferred. A high level of flexibility and a willingness to change gears is also needed. The Assistant Chief should be a “big picture strategist” and an individual who keeps up with industry changes, especially greenhouse, landscape, forestry and turf management issues and techniques. Additionally, one should be knowledgeable regarding the laws and regulations pertaining to these sections.

(Salary $90,205-$159,668)

Qualifications

Bachelor's degree or four years experience in park or public administration, landscape architecture, or natural sciences; and

Four years varied park administration/management experience that included two years of supervisory park administration experience that relates to functional area of assignment (e.g., park enterprise, interpretation and conservation, horticulture and forestry, maintenance and development, or engineering/architecture/landscape architecture); or

An equivalent combination of education and experience.

Valid driver's license or the ability to acquire one.
