Sr Subcontract Administrator
KBR’s Mission Technology Solutions (MTS) group is seeking a Senior Subcontract Administrator (Sr. SCA) to support a program based in Alice Springs, Australia. The Sr. SCA will perform a full range of procurement and administration activities associated with subcontracting work, administering subcontracts from Time and Materials, Cost Plus, and Fixed Price up to any dollar threshold. Working with minimal supervision, the Sr. SCA will resolve complex problems, develop and improve procurement processes, and ensure compliance with federal and host‑nation regulations.
Job Responsibilities
Support daily operations and workflow of multiple government and commercial subcontracts.
Develop and prepare solicitation documents including Requests for Proposal, Requests for Quote, and Invitational Bids.
Review subcontract activities during pre‑solicitation and award phases for risk and compliance assessment.
Negotiate price, contract specifications, delivery dates, incentives, and other terms and conditions.
Implement FAR and DFAR requirements as related to procurement.
Prepare documentation summaries and cost/price analysis.
Generate source selection statements and other required file documentation.
Protect company interests and ensure compliance with company policies, legal and regulatory requirements.
Administer subcontracts to ensure satisfactory progress, compliance with terms, and identify issues threatening contractor performance; collect end‑user feedback and recommend corrective actions.
Oversee subcontract administration for overseas federal construction projects, ensuring full compliance with FAR, DFARS, and host‑nation regulations while leading cross‑functional teams.
Monitor subcontractor progress against construction schedules, flag delays, and coordinate recovery plans.
Facilitate pre‑construction meetings and subcontractor onboarding.
Manage modifications and change orders supporting customer demands and day‑to‑day subcontract administration.
Participate in bid and proposal activities, including data calls, cost proposals, pricing negotiations, and collaboration with multiple departments.
Analyze and independently resolve (or coordinate resolution of) technical and administrative subcontract problems.
Maintain regular interaction with finance, accounting, business development, and senior management.
Qualifications
B.S. or B.A. in Business Administration, Business Management, Contract Administration, Supply Chain Management, Business Law, or a related field with a minimum of 5 years of subcontracts administration experience in a federal contractor setting.
Strong understanding of FAR regulations and experience managing IDIQ, CPAF, CPFF, T&M, and FFP subcontracts.
Proficiency in reading and interpreting blueprints, technical drawings, and construction specifications.
Experience mitigating contractual and procurement risks while ensuring adherence to government regulations (FAR, DFARS, ITAR, CPSR).
Excellent negotiation skills and a proven record in subcontract discussions.
Highly organized, detail oriented with strong time‑management skills; able to coordinate multiple projects with limited supervision in a fast‑paced environment.
Exceptional written and verbal communication skills with adaptability to changing work priorities.
Ability to develop and maintain professional relationships with peers, vendors, and customers, demonstrating integrity, teamwork, and a positive attitude.
Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, and Project.
Experience with Deltek Costpoint is a plus.
Candidates must hold an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance or an Australian TS/PV clearance. A polygraph examination may be required as part of the US clearance process.

Basic Compensation $92,400 – $138,600
$96,800 – $145,200 (CO only)
