Job Description

Turner & Townsend are seeking a highly skilled and experienced

Cost Manager

and/or

Quantity Surveyor

to join our Phoenix, Arizona area team, working on large‑scale, high‑impact projects, including Data Centers, Mission Critical, Commercial, and Manufacturing facilities for global clients.

The ideal candidate will have a strong background in cost management or quantity surveying, with experience managing complex, fast‑paced projects within the construction sector.

Responsibilities

Advising client on strategies, managing prequalification of vendors, assessing proposals, bids and bid levelling documents, making final recommendations to the client, attending and chairing bid interviews, and managing appointment process.

Managing estimating services for the full project by developing project estimates, reviewing estimates prepared by junior team members, presenting estimates and value engineering recommendations and risk assessments to the client, meeting with vendors to review, validate, and challenge costs, and reviewing estimates using benchmark data from other projects.

Managing cost reporting by establishing a reporting schedule, reviewing and presenting cost reports and forecasts, reviewing project budget and spend forecast with the client, developing and maintaining a commercial risk register, and hosting periodic meetings with project team and vendors.

Managing cost control by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, reviewing requests for change orders from vendors and making recommendations to the client, and using dispute prevention, management and resolution procedures for payment requisitions, change orders and contractual disputes.

Managing and monitoring invoicing processes.

Benchmarking performance against other successful commissions.

Managing all facets of the final accounting process and post‑contract audits and account close‑outs.

Holding post‑contract reviews with the client to establish a lesson‑learned document and applying lessons to create a training manual.

Developing procedures governing handover of the project.

Performing all duties above through the use and preparation of bid analysis sheets, change control forms, cost estimating software and take‑off software.

SOX control responsibilities may be part of this role, where applicable.

Qualifications

Bachelor’s degree in construction management, cost management, quantity surveying, engineering or a field related to construction.

Minimum 3‑5 years of relevant experience working in a cost management role in the construction industry.

RICS accredited or working towards accreditation is valuable.

Experience supporting cost management on medium or large‑sized construction projects.

Construction consultancy experience is strongly preferred.

Good knowledge of construction industry technical matters, such as procurement routes, value management and value engineering.

Strong communication skills.
