The FTZ Administrator plays a pivotal role in managing and overseeing operations within a Foreign Trade Zone. Their primary responsibilities include ensuring compliance with U.S. Customs and Border Protection (CBP) regulations, maintaining accurate inventory records, and facilitating the efficient movement of goods. This role will ensure that admissions and or movement of goods in and out of the FTZ comply with applicable government rules and regulations.
Key Responsibilities
Regulatory Compliance
Ensure adherence to CBP regulations, including 19 CFR Part 146, and the Foreign-Trade Zones Board guidelines.
Prepare and submit necessary customs documentation such as CF214 (admissions), CF3461, CF7501 (entries), and CF7512 (exports) through US Customs Software
Manage record-keeping and in-bond transactions and follow up to ensure bonds are closed
Maintain accurate records and documentation in compliance with federal requirements.
Collaborate with CBP on on-site reviews
Inventory Management
Monitor and reconcile inventory within the FTZ using systems like SAP and FTZ-specific software.
Investigate and resolve discrepancies between physical inventory and system records.
Coordinate with warehouse personnel to ensure accurate inventory movements.
Conduct internal audits and support external audits by CBP or other regulatory bodies
Responsible for accurate electronic file management
Identify, reconcile, and resolve any inventory issues in a prompt and timely manner and file discrepancy reports with carrier/CBP
Documenting and Reporting
Prepare and maintain records for all FTZ activities, including admissions, withdrawals, and exports.
Generate reports for internal audits and regulatory compliance.
Submit required reports to CBP and FTZ board
Validate FTZ status of receipts, prepare weekly estimates
Coordination and Communication
Liaise with customs brokers, freight forwarders, and internal departments to facilitate smooth operations for admissions and exits
Act as the primary point of contact for FTZ-related inquiries and issues.
Email management keeping up with follow ups
Continuously evaluate current processes and recommend relevant changes or improvements to increase efficiency and facilitate or support project activities
Preferred Qualifications
Bachelor's degree in Business, Logistics, or a related field preferred.
Certified zone specialist (CZS), Certified Customs Specialist (CCS), or Accredited Zones Specialist (AZS)
2+ years' experience of performing FTZ duties
Relevant experience in customs compliance, and a plus if you are a Licensed Customs Broker (LCB)
FTZ operational and compliance performance and inventory control
Experience with CBP's ACE system.
Familiarity with FTZ warehouse operations.
Knowledge of HTS classifications
Excellent time management skills
