Job Description The Director, State Government Affairs is a strategic leader and central partner to AbbVie’s Government Affairs team, responsible for developing and executing comprehensive lobbying and advocacy strategies that actively shape state legislative and regulatory environments in support of AbbVie’s business and policy objectives. This role anticipates and responds to state policy trends, collaborates with internal business partners and Government Affairs colleagues, and works with the Strategic Alliances leader and Local Government Affairs team to engage external national and state alliances to create a robust political and policy environment that fosters continued medical innovation, patient access, and AbbVie’s long‑term success. Rigorous compliance with all state lobbying and campaign finance laws and regulations is required.

Responsibilities
Cultivate and maintain strong relationships with state policymakers and regulators—including governors, lieutenant governors, attorneys general, state legislators, and external stakeholders—to advance AbbVie’s state policy goals.
Set lobbying and advocacy strategy to shape state legislative and regulatory activity, including direct engagement with policymakers, regulators, third‑party groups, and coalitions. Assess the state political environment, make recommendations to AbbVie, and manage internal expectations regarding legislative and regulatory impacts.
Collaborate with the U.S. Strategic Alliances Director to provide state legislative and political expertise, supporting the development and execution of comprehensive policy advocacy strategies that advance AbbVie’s goals across state capitals.
Partner with cross‑functional—including Federal Government Affairs, U.S. Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, and Regional/District managers—to leverage state advocacy strategies and develop tailored legislative, regulatory, and policy solutions.
Represent AbbVie at state legislative and political events, lead state trade association task forces and coalitions, and drive trade association action on key issues of importance to AbbVie.
Hire and manage outside consultants within the region, including setting objectives, defining missions, and ensuring execution of state legislative strategies.
Develop and oversee the regional state government affairs budget to allocate resources strategically and achieve AbbVie’s goals.
Ensure rigorous lobbying and political giving compliance of all legally required registrations for the corporation, staff, and outside counsel within the region.
Qualifications
Bachelor’s degree in health care administration, political science, public administration, or related field; advanced degree preferred.
Eight to ten years of experience in lobbying, public administration, political party activity, legislative staff work, or related experience; preference for health care or highly regulated industry.
Strong executive presence with ability to engage high‑profile stakeholders—including elected officials, executives, and diverse constituencies—and influence the political landscape.
Demonstrated mastery of complex policy and legislative issues, creative strategic thinking, and innovative solutions.
In‑depth knowledge of major state health programs—including Medicaid—and state finance and appropriations processes, as well as private health‑care marketplace dynamics (e.g., PBMs, pharmacies, employers, consumers).
Independent judgment and proven ability to create and implement comprehensive government affairs strategies.
Strong analytical, critical thinking, interpersonal, and written communication skills; proven track record of meeting deadlines and collaborating in a fluid environment.
Expertise in developing PowerPoint presentations for internal audiences and translating complex policy issues into clear content.
Team‑oriented, collegial culture while collaborating effectively with business leaders.
Comprehensive knowledge of Microsoft Office applications.
Domestic travel (50 %) required.
Key Stakeholders Internal: U.S. Area senior management, the GA team across AbbVie, and other cross‑functional support functions. External: State officials—including governors, legislators, staff, and third‑party groups.
